Senior ERP Program Manager

ECS is seeking a Senior ERP Program Manager to work in our Washington, D.C. office.

Job Description:
The General Fund Enterprise Business System (GFEBS) is seeking a Senior Project Manager to join a high performing team in the acquisition and development of a financial management Enterprise Resource Planning (ERP) capability for the US Army. This is a senior position advising the Project Manager on the integration, development, and technical requirements to satisfy future enterprise management needs for the entire Army. The Senior Project Manager will lead integration IPTs and represent the PM at technical forums ensuring program office concerns are supported. The Senior Project Manager will oversee the coordination across the PM’s portfolio of systems and capabilities to lead, advise, and develop a strategy to build a cohesive plan that reduces redundancy, reduces cost, and accelerates the delivery of new capability. The incumbent will produce bri efings, white papers, and other presentations. He/she will also review a technical and acquisition documents to validate they comply with the PM’s vision and goals.
 
Required Skills:
* Lead implementation of multiple, concurrent, cross-functional strategic IT programs and business process projects. Synchronize architecture, functional designs, configuration, business processes and infrastructure.
* Lead, coach, and mentor PMO personnel assigned to technical projects in any phase of the acquisition lifecycle.
* Develop and manage key project artifacts such as project charters, schedules, status reports, work plans, stakeholder engagement plans and decision-making model.
* Strategize with and advise project sponsor/business lead regarding project direction and decisions. Effectively define the issue, offer recommendations and lead the team to agreed-upon actions.
* Develops overall project management calendars and schedules that accurately reflect the scope of the work holistically and by initiative to ensure visibility and alignment to organization priorities and resource allocation.
* Develop solutions for the full system life cycle from concept to disposal. Ensure system designs are compatible with DoDAF architecture.
* Identify and evaluate the relevancy of COTS and GOTS to satisfy user, mission and system needs.
* Ensure accurate documentation, thorough evaluation and complete traceability from inception through closure.
* Perform functional analysis, timeline analysis, trade studies, requirements allocation and interface definition studies to translate customer requirements into functional and technical specifications.
* Appropriately works with cross functional partners to align resources against project needs and/or work collaboratively to identify and address gaps.
* Responsible for ensuring quality control and legal input is obtained during appropriate stage gate
* Develop and deliver effective presentations to senior management to communicate project updates and support effective decision making.
* Mobilize teams, provide tools and examples, develop work plans, coach on project management skills, provide industry expertise, and facilitate workshops.
* Lead and Champion the organizational understanding of and commitment to project management. Influence others through sharing of expert project management skills and building a project management excellence culture where people excel at leading and participating in projects.
* Leverage program lifecycle management methods, tools and techniques to constantly monitor and report on progress of project/program.
* Develop and present reports defining project progress, problems and solutions.
 
Desired Skills:
* Bachelor’s degree required, MBA or graduate degree in management is desirable.
* Project Management Institute PMP, or equivalent certification required.
* Certified SAP Enterprise Architect
* A verifiable history of involvement in a leadership role for large scale, complex SAP or ERP projects over their full lifecycle.
* Experience with designing, implementing project management and managing a program management office.
* 5+ years of expertise in ERP based products such as SAP, Oracle, CGI Momentum etc.
* Sustainment engineering support/technical solutions experience to resolve root causes of problems associated with capabilities that are in operations.
* Minimum 5+ years’ experience in DoD Financial Management.
* Knowledge of both theoretical and practical aspects of project management with exceptional historical results.
* Proven experience in leading, influencing and driving change management.
* Strong management skills with proven ability to drive projects to successful completion-on time and within budget are required.

* Experience in Army financial management
* Experience supporting a Defense Business System
* Experience with informing and influencing senior management
* Project Management Institute PMP, or equivalent certification required.
