Senior Earned Value Analyst IRES

Description of Duties:

The Senior Earned Value (EV) Analyst supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract. The candidate will:

  • Responsible for supporting Earned Value Management System (EVMS) requirements resulting in effective technical, cost and schedule integration.
  • Work with Control Account Managers (CAMs), Schedulers, Project Managers, and junior EV Analysts, as required, to establish control account work scope, budget, and schedule to support development of the Performance Measurement Baseline (PMB) and Integrated Master Schedule (IMS).
  • Support the CAM during the development of the Integrated Baseline Review (IBR) and will represent the Task Order (TO) together with the STIM at the IBR.
  • Determine and ensure compliance with the Earned Value Management System Description (EVM SD) and encourage early detection and analysis of variances and guide preparation of risk management plans.
  • Work closely with CAMs, TO Managers and the responsible Director to accurately forecast staffing levels to support ongoing updates to the Estimate at Complete (EAC), keeping them apprised of their overall financial posture and funding authorizations throughout the period of performance.
  • Coordinate with TO Project Managers to oversee and manage multiple control accounts and contribute to the development and timely delivery of task order proposals and modifications.
  • Collaborate with IRES Project Managers in planning initial baseline artifacts to include Integrated Master Schedule (IMS), time-phased budgets, bill of materials (BOM) and other direct cost (ODC) spend plans.
  • Meet monthly IRES requirements on the development and timely delivery of baseline change artifacts, estimate to complete forecasts, variance analysis reports (VAR) and contribute to program reviews with the customer.
The successful candidate will:
  • Provide support to and gain experience in the following activities: earned value management, project planning, integrated schedule and risk management, procurement management, scope management, project execution, project monitoring, and control and stakeholder management.
  • Demonstrate proficiency in the use of MS Excel in a complex environment.
  • Collaborate with scope execution teams.
  • Facilitate approval boards and customer program management reviews.
  • Support the development and maintenance of the Jacobs Missile Defense Group (JMDG) EVM SD document and all supporting processes to ensure they remain in compliance with DoD standards.
  • Be able to work in a dynamic environment and operate independently.
  • Have excellent collaboration,verbal, written and interpersonal skills along with attention to detail, accuracy and drive tomeet deadlines.
  • Demonstrate proficientcommunication skills facilitating contract performance reporting and reviews.

Thesuccessful candidate will be assigned as an employee for Jacobs or one of thefollowing teammate companies: HX5, GCS,ERC, MEIT or Aerodyne.

This position is located at Schriever AFB, CO. Relocation assistance may be available.

Basic Requirements:

Must have one of the following combinations of education and experience: HS Diploma (or GED) and 12 years of general experience; Associate’s degree and 10 years of general experience; Bachelor’s degree and 8 years of general experience; Master’s degree and 6 years of general experience.

  • Must have 6 years of directly related experience in business, finance or management and 3 years in management or leadership roles.
  • Must have proficiency with MS Office products and cost accounting systems.
  • Must be proficient at cost/financial analysis and estimating.
  • Working knowledge of earned value management (EVM) and project management.
  • Must have an active DoD Secret Clearance (or must be able to obtain).
Desired:
  • Experience using EVMS; ability to adhere to financial guidelines (DCAA and/or DCMA experience).
  • Cost analysis or business/data analytics experience.
  • Demonstrated ability to multi-task and support other task orders as required.
  • Current DoD Secret clearance.
