Senior Counterintelligence Manager

Job Description:

Leidos is seeking a Senior Counterintelligence Manager to join our Corporate Security team located in our Reston, VA office. The Senior Counterintelligence Manager is responsible for delivering an effective and compliant Counterintelligence (CI) Program and reports directly to the Chief Security Officer (CSO).

Primary Responsibilities

This new position will be responsible for overseeing Leidos' enterprise-wide counterintelligence program which identifies and mitigates foreign threats posed to Leidos worldwide. The candidate will not only possess comprehensive subject matter expertise regarding Leidos' government-mandated obligations, but will also possess the administrative, management and leadership skills necessary to manage, coordinate and direct Leidos' CI efforts, ensuring that those efforts are both effective and efficient and result in a posture that becomes a positive differentiating factor in Leidos' business development efforts. The candidate must be able to provide financial forecast for counterintelligence support activities to the Chief Security Officer and provide strategic guidance for foreign intelligence threats to the enterprise.

The individual will be responsible for removing impediments from the team while promoting self-management and improving standards of work. The candidate will manage the augmentation of investigations, executive protection, emergency crisis and international security from the counterintelligence cadre when surge is needed. The candidate will work in high-pressure production environments and deliver outstanding products for senior leadership, multiple customers each under tight deadlines and constraints. Individual will act as single Point of Contact for counterintelligence matters.

The Senior Counterintelligence Manager is responsible for coordinating, resourcing and overseeing the execution of espionage investigations identified by the Insider Risk team, working and de-conflicting with cybersecurity elements in support of clearly defined risk mitigation objectives, working and engaging with the enterprise's export control senior officials for strategic mitigation of reportable violations under DFAR requirements.

The candidate must possess extensive experience and command of the theory and principles in the specialized field of CI. Further, the candidate must have an in-depth knowledge of relevant executive orders (e.g., Executive Order 12333, SEAD 3 and 4).

The successful candidate will demonstrate comprehensive knowledge of key foreign intelligence, international terrorist and technology-based collection threats directed towards defense industry, resources, information, facilities and programs, the proven capability to develop appropriate mitigation strategies and deliver expert advice on a wide range of CI and other national security-related concerns.
The candidate must demonstrate comprehensive knowledge of U.S. Intelligence Community (USIC) organizations, missions, and capabilities, as well as broad national intelligence and counterintelligence priorities. Possess a record of distinction in the investigation and management of complex national security matters.

Demonstrated experience in the management of an organization requiring priority-based allocations of funding, facilities, and human resources.

Interpersonal skills that foster teamwork inspires confidence, and indicate the ability to interact professionally across functions and groups. The candidate will lead a cadre of specialized counterintelligence investigators and intelligence analysts.

Basic Qualifications

• Management experience in overseeing CI investigations, operations, and strategy development.
• Hiring, terminating, promotion, and reward authority within own area, in accordance with organizational guideline
• Bachelor's degree with 8+ years of experience (or an equivalent combination of education and experience).
• Current Top Secret government security clearance and eligibility for SCI is required.
• Extensive US intelligence community experience and familiarity with intelligence community policies (e.g., EO 12333, PDD 61).
• Related experience must be in CI investigations, Criminal Investigations, and Program Management
• Former Special Agent from an USCI agency or relevant professional certifications, such as Intelligence Officer and/or Joint Duty certification, and advanced CI training.
• Familiar with USIC information security standards.
• Recognized expertise in complex counterintelligence matters and thus the ability to provide direction as well as leadership.
• Be knowledgeable with the National Industrial Security Program Operating Manual (NISPOM), Insider Threat government compliance, and current risks to the defense industry.
• Must have at least 6 years in a leadership /management role.
• US citizenship is required.

Preferred Qualifications
• Subject matter expert of the intelligence and investigative programs' operations, procedures, techniques, and terminology of the USIC.
• Substantial knowledge of the USIC resources and a master in information from intelligence sources to ensure that the information developed is complete, and, where possible, corroborated for accuracy.
• Highly-developed skill in oral and written communication to provide information, expert advice, and guidance; persuade others to consider recommendations made/argue a position, and abstract concepts and facts clearly and effectively to share with various entities of the intelligence community.
• Subject matter expert on intelligence collections methods and international affairs ramifications.
