Senior Cost Analyst

Job Description

Serves as a subject matter expert providing technical expertise to evaluate program cost estimates and extended budget projections. Identify and quantify budgetary, cost, schedule, technical, and programmatic risk factors in support of portfolio management activities.


  • Develop and maintain cost estimates to support portfolio management activities
  • Provide detailed analysis in support of Independent Government cost estimate development and services contract analysis
  • Monitor funds expenditures against forecast models in close coordination with budget personnel
  • Prepare acquisition related documentation (acquisition strategy, acquisition plan) and briefings (milestone briefs, fielding decision)
  • Assist leaders with tracking and synchronization of all activities
  • Develop cost controls, procedures, systems, and forecasting techniques to evaluate contract/program status.
  • Analyze and advise on cost, schedule, and performance variance and risk analysis
  • Analyze estimates against previous cost experience and recommend adjustments
  • Conduct special studies on labor requirements to establish baseline costs or to create cost reductions
  • Assist in the design, implementation, management, and monitoring of cost estimating systems to meet customer requirements
  • Provide creative leadership from knowledge of industry best practices and most current developments in cost estimation and management
  • Provide regular reporting to senior management on cost issues 
  • May assist in the creation of procedures and communication material that document cost estimation practices
  • Participate in establishing short and long term cost objectives consistent with portfolio management strategy

Required Skills:

  • Expert knowledge of analytic tools and data development, organization and analysis for use in studies and analyses. Superior ability to analyze data and use quantitative financial analysis; identify financial issues and present results to senior managers
  • Expert knowledge of acquisition processes, including planning, programming and budgeting
  • Expert experience in designing and performing innovative cost analyses in support of trade studies, analysis of alternatives, affordability assessments, long term strategic planning and program development activities
  • Excellent oral and written communication skills that display a superior ability to tailor explanations and presentations to various audiences who have different values, cultures, and backgrounds
  • Excellent leadership and managerial capabilities, including the ability to effectively direct task, assess and manage performance, and support personal and professional development of all levels of personnel
  • Exceptional ability to interact with customers and colleagues effectively when resolving problems; exercises sound judgment and discretion

Desired Skills:

  • DoD IT Acquisition domain knowledge is preferred
  • Eight years of progressively responsible professional cost estimating, quantitative analysis or operations research experience comparable to work functions performed a Senior Cost Estimator performance level
  • Bachelor's degree in Engineering, Operations Research, Physics, Mathematics, Statistics, Business, Quantitative Analysis or Economics
  • Master’s degree preferred
  • Professional certification in cost estimating or related field highly desired including Department of Defense Level III Cost Estimating, Society of Cost Estimating and Analysis, International Society of Parametric Analysis or similar certification programs. Preferred profession or DAWIA Level III certification in cost estimating
