Senior BFM Consultant

ECS Federal, LLC (ECS) is seeking a Senior BFM Consultant to work in our Washington DC office. 

Job Description:
• Business Financial Management, areas of responsibility include providing PPBE support, liaison of BFM support, and BFM execution to PMW 220.
• Follow SPAWAR financial policies and procedures and support the planning, execution, and reconciliation of Program Funds 
• Provide appropriation financial analysis, review financial and execution efforts, and the development of program documentation that delineates all resource related items and schedules 
• Support the management and execution of budget and financial elements of Navy PEO EIS Programs and systems to include planning and programming, cost estimating, financial management and execution functions, spend plan development and financial execution metrics tracking and reporting. 
• Prepare, review, and verify appropriation and IT budget exhibits in support of the Department of the Navy Budget Review, Office of the Secretary of Defense Review, and the President’s Budget submission to Congress. 
• Support the preparation and update of financial execution data calls as required by the Program Office, Resource Sponsors, SPAWAR Comptroller, SPAWAR BFM, Congress, OSD, and FMB. 
• Prepare and submit financial status briefs, funds execution status reports, weekly financial activity reports, travel status reports and funding document log updates. 
• Provide recommendations on cost realism and conduct or provide inputs to cost/ performance tradeoff studies.

Required Skills:
•    Bachelor’s Degree in Business Administration, Finance, Economics or related field. 
•    Must have N-ERP experience 
•    8 or more years of documented Budget and Financial Management experience with DoD/Navy/SPAWAR/NAVAIR/NAVSEA Acquisition Programs 
•    High degree of proficiency in Microsoft Office products; namely, Word, Excel, and PowerPoint 
•    Organized and process oriented 
•    Active DoD Secret Security Clearance 
•    Be able to work on location at the Washington Navy Yard.

Desired Skills:
•    DAWIA Level II or III (or industry equivalency) certification in Financial Management desired 
•    Outstanding verbal communication skills and customer relationship management a plus
