Senior Analyst Specialist

CALIBRE, an employee-owned management and Technology Solutions company, is seeking a Senior Analyst Specialist to perform analytical and technical support services that will enable the Deputy Directorate (DD) Program Management Activities (PMA) to execute the CE2T2 Mission.

 

The Senior Analyst Specialist will be responsible for the following:

  • Provide analytical support for the development of high-level US Navy doctrine, to include Concepts to Fleet concept of operations (CONOPS); experimentation and validation; and transition into tactics, Tactics, Techniques and Procedures (TTPS) and Naval Warfare Publications (NWPS).
  • Assist with the accomplishment of program management responsibilities
  • Provide support to program management in strategic management, performance measurement, change management and performance budgeting
  • Support the development and maintenance of critical planning documents
  • Collaborate on analyses and review processes for requirements development and integration and solutions development
  • Coordinate with services, Combatant Commands, and other strategic development agencies
  • Work with the Government lead to prepare program documentation, including budget plans, Financial Exhibits, periodic reports, budget execution reports, Financial Plan and Spend Plan inputs, unfunded requirements lists, and other budget documentation
  • Interact with stakeholders to include engagement at Flag and SES levels and anticipation and resolution of issues
  • Provide process and performance management
  • Support the development of necessary elements of acquisition packages
  • Research requirements and evaluate the apportionment of funds
  • Support the development and management of budgets
  • Track and audit support for personnel and travel funds; support the development and management of budgets for staff and program support
  • Assist with the development of briefing materials and response to ad hoc queries
  • Provide technical analytical support of the budget processes
  • Conceptualize, propose, design, conduct, and report results of assessments and studies of training activities
  • Analyze and apply strategic guidance, planning documents, and training trends
  • Conduct qualitative and quantitative assessment and management of the CE2T2 portfolio
  • Maintain official calendar of events, coordinate and support meetings, associated with program management and budget process
  • Provide planning and logistics coordination for conferences, workshops, symposia, and meetings
  • Assist in the preparation of official correspondence and documents for signature
  • Maintain and update files and logs; develop and execute tasks to increase productivity, analyze procedures, and provide alternatives, as necessary
  • Support the management of DD PMA Standard Operating Procedures
  • Maintain file and retrieve hardcopy and electronic program documents to meet program management support requirements
  • Develop and maintain paperless archives on unclassified and secret Joint Staff networks
  • Assist in the coordination of DD PMA leadership's Defense Travel System (DTS)
Required skills
  • Experience as a Former Naval officer.
  • Experience as a Major Command.
  • Experience with multiple warfare areas.
  • Experience on a major staff at the 06 level to include Chief of Staff, N3, or N5 , including OPNAV, USFF, PACFLEET, or Numbered Fleets.
  • Experience with the Joint Event Life Cycle (JELC).
  • Experience in conducting operations in the JECG.
  • Experience in conducting operations in a simulation control cell, component control cell, intelligence control cell, MSEL/Script control cell, Neutral Force Cell and an AAR cell.
  • Experience with communications and information systems training.
  • Experience in training deficiency resolution.
  • Experience with JMETL, UJTL, and MTP.
  • Experience in developing and presenting doctrinal reports, messages, orders, map overlays, and graphical symbology for communications.
  • Experience in the Intelligence system and capabilities for both the US and opposing force to include management, collection, processing and dissemination of intelligence.
  • Experience in Special Operations Forces (SOF) simulations requirements (e.g., civil affairs, psychological operations, strategic reconnaissance and direct action teams).
  • Knowledge of Joint Doctrine.
  • Experience in Counterinsurgency operations and Irregular Warfare;
  • Experience in Cyberspace Operations Training;
  • Experience using confederated models JTLS, JLVC, JCATS, JOPES, and other M&S applications.
  • Knowledge of event Rules of Engagement.
  • Experience in developing military logistics operations plans (e.g., transportation, movement, deployment, engineering, petroleum, munitions, maintenance, supply, medical, sealift, sustainment, salvage).
  • Experience with combat systems support training.
  • Experience with C4I systems and interfaces.
  • Experience with communications and information systems training.
  • Experience with collecting data, analytical analysis and determining courses of action.
  • Experience with providing strategies and recommending solutions for risk mitigation.
  • Experience in the development of analytical test plans and procedures.
  • Experience in the compilation and presentation of lessons learned and after action review material.
  • Experience in conducting quantitative and qualitative analysis and evaluations.

Required Experience

Education:

  • Must hold/obtain TS/SCI clearance.
  • Bachelor's degree.
  • At least ten years experience in Doctrine and CONOPS support
  • At least seven years warfighting operational experience.
  • War College Graduate.
