Security Management Support Officer

Description

SAIC is seeking a multi-faceted security professional to support program security operations at one of the nation’s most critical Research and Development (R&D) facilities, the United States Air Force’s Air Force Research Laboratory (AFRL).  This job is located at the historic Wright Patterson Air Force Base in Dayton, Ohio, hometown of the Wright Brothers and the Birthplace of Aviation.


The primary responsibilities for this position involve working closely with our client organization within AFRL to provide security management and operations support for a Special Access Program Facility (SAPF).  This role requires the Candidate to be highly experienced and proficient in SAPF operating procedures including, but not limited to, opening/closing procedures, alarm testing, SAPF associated automated information systems, the maintenance of electronic cryptographic keys, COMSEC accountability / documentation procedures and an understanding of Cybersecurity.


This role shall be responsible for administering the client’s Sensitive Compartmented Information (SCI)/Secure Access Program (SAP) security program including SCI/SAP security oversight for facilities; maintenance of applicable SCI/SAP directives, regulations, and directives; and the accounting, control, transmit, transport, packaging and safeguard of all SCI/SAP materials. 


Additional critical duties include:


  • Provide technical assistance for the procurement of classified destruction equipment, classified facsimile machines, and other classified equipment; perform preventative maintenance on General Services Administration (GSA) approved security containers and locks

  • Prepare Courier Authorization Cards and Letters for personnel authorized to hand-carry classified information during commercial flights (CONUS and OCONUS), and prepare security education & awareness material to brief newly appointed security appointees.

  •      Serve as a Records Custodian and shall maintain file plans in the Air Force Records Information Management System (AFRIMS).  Candidates must be experienced in the use of standard DOD and Air Force enterprise systems such as Live Link and SharePoint.

  •      Utilize both the Joint Personnel Adjudication System (JPAS) and the Scattered Castles personnel security database. Candidates will be required to retrieve/verify individual’s security clearances within JPAS and Scattered Castles to support the organization’s mission (e.g., supporting meetings, conferences, symposia, verifying visitor clearances and informing personnel of expiring clearances).

  •      Perform analysis and technical reviews of security documentation; receive, track, and send security clearance information; monitor and report information such as expiring clearances; generate and submit SCI requests.

  •      Prepare/conduct annual SCI/SAP self-assessments for client review.

  •      Support all investigations into unauthorized disclosures of classified intelligence, and report any derogatory information on SCI/SAP personnel.

  •      Conduct continuing SCI/SAP security education training and awareness program to ensure all SCI/SAP-indoctrinated individuals are kept apprised of requirements and guidelines for protecting information.

Qualifications

  • Active/current TS clearance is required.

  • Associate's degree and 2-5 years of security experience operating either a SCIF or SAPF is required.

  • Possess strong working knowledge and application of Executive Order 13526; the National Industrial Security Program Operating Manual (NISPOM); Joint Air Force, Army, Navy (JAFAN 6/0); Joint SAP Implementation Guide (JSIG); SCIF Regulations; DODM 5205.07 SAP Policy; and DODI 5205.11 Management, Administration, and Oversight of SAP.

  • Ability to collect, prioritize, and analyze information in order to compile findings, conduct analysis, and present conclusions, options, and recommendations to the AFRL client in the form of oral and/or written reports.

  • Ability to constructively engage and resolve challenging situations.

  • Independent self-starter, proactive, and professionally assertive.

  • Proficiency with MS Office Suite (MS Word, PowerPoint and Outlook).
