Security Cooperation Curriculum Developer and Future Force Analyst

Key Role:
Serve as a curriculum developer and planner designing both online and resident training courses to support security cooperation (SC) training, assessment, monitoring, and evaluation (AM&E) activities, and defense institution building (DIB) to support defense clients. Collaborate with and support a defense client in translating learning requirements into training that will support a DoD program. Analyze the development of training modules on the conduct of partner assessments (PA), the preparation of initiative design documents (IDD), the monitoring of training effectiveness and program administration, and the performance of strategic and program evaluations for Significant Security Cooperation Initiatives (SSCI). Ensure designed curriculum will enable training participants to plan, monitor, and evaluate SSCIs to ensure they support Combatant Command security cooperation objectives, adhere to DoD policy, and capture and incorporate lessons learned and best practices. Prepare programs of instruction and instructional materials. Contribute to DoD and program-level evaluations to determine and document return on investment, impact on DoD objectives, lessons learned, and any unintended consequences to inform future planning. Work on curriculum that will ensure participants in training comprehend how to evaluate the efficiency and effectiveness of SC programs and activities to achieve desired outcomes articulated in a Geographic Combatant Command (GCC)'s theater campaign plan and other Joint Force plans.

Basic Qualifications:

-4+ years of experience with providing civilian or military training or education   

-Experience with integrating media and media-based technology tools into teaching of content for formal or informal education contexts 

-Experience with designing multiple training events in a government setting  

-Experience with traditional and modern training methods, tools and techniques  

-Knowledge of instructional design theory and learning principles  

-Ability to conduct cost-benefit analysis and calculate training ROI  

-Top Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience in working with one or more SC organizations

-Experience with overcoming bureaucratic and cultural challenges while building partner nation operational and institutional capability and capacity 

-Experience with designing and implementing training for partner nation personnel to respect the law of armed conflict, human rights and fundamental freedoms, the rule of law, and civilian control of the military    

-Experience with Global Force Management (GFM), Adaptive Planning and Execution (APEX), and interorganizational planning and coordination 

-Experience in coordinating activities with the Department of State and US embassies 

-Experience with developing training and educational programs for US military personnel 

-Experience in one or more specialty areas, including counter threats (CT), counter WMD (CWMD), counter narcotics (CN), logistics, human resource management, budget and resource requirements, or border security 

-Experience with the Global Theater Security Cooperation Management Information System (G-TSCMIS) 

-Possession of excellent client-facing, advisory, consulting, and organizational skills

-Possession of excellent oral and written communication skills, including presenting complex information to civilian and military senior leaders  

-TS/SCI clearance

-MA or MS degree preferred
