Section Manager Middle East & Asian Programs

The Whole Life Engineering Directorate (WLED) is made up of several disciplines whose main objective is to influence hardware and systems early in their life cycle to assure effective operation, reliability, maintainability and economical ownership by the customer and end user.

As a WLED Integrated Air & Missile Defense Middle East & Asian Programs Section Manager you’ll lead a team of professionals in providing Integrated Product Team (IPT) and Cross Product Team (CPT) Leadership to programs across the Integrated Air & Missile Defense (IAMD) Business. In this role you’re responsible for employee performance development and assessment, budgeting, manpower planning, cost proposal and EAC development and review. You’ll also ensure the team is adequately trained in IPT/CPT Leadership, EVMS, Integrated Product Development System and program execution to ensure consistency in program reporting and leverage best practices across programs.

Additional responsibilities include:

  • Coaching and career development including performance development summaries, merit increases, promotions and performance improvement plans
  • Oversight of personnel issue resolution
  • Compliance with Raytheon policy and procedures
  • Tool and process development
  • Coordination of section meetings, proposal development activities, and provides direct engagement with business partners and program leadership to ensure timely execution of program requirements.

This position requires a DoD Active Secret security clearance. Except in rare circumstances, only US Citizens are eligible for a security clearance.

Required Skills:
  • 10+ years of experience in program or project management or execution or engineering
  • Experience using EVMS (or similar management system), or similar project management experience
  • Experience working in matrix organizations supporting program or cross product teams
  • DoD Active Secret Security clearance
  • US Citizenship is required

Desired Skills:
  • Prior experience as an IPT/CPT Lead, or similar management role on a Department of Defense program
  • Raytheon Earned Value Certification or equivalent (i.e. Program Management Institute (PMI), etc)
  • Understanding of Estimate at Completion and proposal development processes
  • Demonstrated success leading project or program teams
  • Experience with Raytheon EVMS policy, procedures, process and tools (or similar policy, systems and tools)
  • Experience managing budgets and completing EVMS requirements in a technical environment
  • Raytheon Six Sigma Principal Specialist, Expert or equivalent Six Sigma qualifications
  • Certified Basis of Estimate developer or prior experience developing cost proposals
  • Program Management Professional (PMP) or Raytheon Program Management Excellence (PMX) certification

Required Education:
BS Degree in a STEM discipline
