S3 DevOps Execution Transformation Lead (ETL)

SAS Secure Sensors Solutions (S3) Mission Area strategy builds upon trusted and technologically-advanced capabilities, to enable domestic and international expansion into new markets, new customers and new platforms. In order to execute this business strategy, Raytheon is strategically investing in DevOps to reinvigorate innovation in our software product development and delivery practices, and to assure our sustained competitive advantage in a DoD acquisition environment shifting from traditional capability-based decision making to dynamic threat-based decision making.

Given that company-wide change initiatives in large organizations often fail for various reasons, including but not limited to organizational resistance to change and lack of readiness for change, the SAS S3 DevOps Execution Transformation Lead (ETL) will be performing a critical SAS organizational change-agent role necessary to drive fundamental changes in how we execute on a strategic targeted group of projects (i.e. programs, CRAD, and IRAD) within the overall S3 Mission Area business portfolio.

The SAS S3 DevOps ETL shall be a proven leader responsible for the implementation of an envisioned S3 DevOps multi-year transformation strategy and will directly accountable to the SAS DevOps Business Lead. The S3 DevOps multi-year transformation strategy involves the development and operation of a strategic DevOps “hybrid” business capability, consistent with growing Government expectations to incorporate a continuous iterative development business execution model, including a Software Factory, into large-scale franchise product line sustainment plans.

The SAS S3 DevOps ETL shall be responsible to interface daily with S3 business executives, S3 product line directors and project managers, functional leaders and managers, and employees assigned to S3 project roles, to continuously drive organizational awareness and alignment around the strategy, and engagement around the implementation of various time-phased DevOps initiatives.

The SAS S3 DevOps ETL shall be responsible to identify, define, and deploy time-phased DevOps-oriented initiatives, cross-cutting all aspects of a S3 Baseline project architecture composed of existing business, application, and technology architectural layers which address but are not limited to: 1) team structures and cultures, 2) team work environments, 3) team workflows and practices, 4) product development processes, 5) application toolchains, and 6) infrastructure technologies.

The SAS S3 DevOps ETL shall be responsible to document and communicate the DevOps initiative needs and associated business case/value proposition to stakeholders, and collaborate with accountable business and functional parties or entities during definition and implementation of DevOps migration activities.

Due to the anticipated complexities of S3 business capability migrations (e.g. from existing Baseline project architectures to Target project architectures), the SAS S3 DevOps ETL shall have the authority to concurrently execute an assortment of diagnostic activities (e.g. Root Cause Analyses, Value Stream Mappings, and Capability Gap Assessments). Diagnostic activities will observe and characterize current state project architectures, derive and prioritize DevOps architectural improvement opportunities, and implement informed time-phased migration activities to transition projects toward hybrid DevOps business model implementations. Depending upon the nature of the migration activities underway, the SAS S3 DevOps ETL shall have the authority to provide direction to an assigned SAS DevOps R6Sigma Diagnostic Expert rotator, a SAS DevOps Agilest Coach, and a SAS S3 DevOps Infrastructure Transformation Lead (ITL) in order to perform daily tasks associated with migration activities.

The SAS S3 DevOps ETL shall be responsible to occasionally travel to DevOps oriented conferences, symposiums, and vendor sponsored events, to establish and/or maintain an understanding of the evolving DevOps body of knowledge (i.e. principles and practices), associations to commercial and free open-source tool and technology functional capabilities, and lessons learned from both commercial and government entities implementing elements of the DevOps business model.

REQUIRED SKILLS

  • Minimum 12 years of related experience
  • Demonstrated strong written and oral communication skills, solid judgment, reasoning, and decision making abilities
  • Proven technical acumen with software-centric development practices
  • Active Department of Defense (DoD) Secret Clearance
  • Active S3 customer Special Access Program (SAP) Clearance(s)

DESIRED SKILLS

  • Demonstrated career experiences in program/project management, with preferred emphasis on software-centric product development lifecycles employing agile or lean project management frameworks (e.g. Scrum, Kanban)
  • Technical knowledge with current industry software development application tools and IT hardware infrastructure tools and technologies

REQUIRED EDUCATION

  • Bachelor of Science Degree in engineering or related field
