Reconnaissance & Fire 2nd Gen Production Sr. Program Manager

The Reconnaissance & Fire Program represents the core family of 2nd Generation Forward Looking Infra-Red (FLIR) products in the Reconnaissance & Targeting Systems (RTS) business area. This strategic line of products, marketed as a Horizontal Technology Integration (HTI) solution, provides capabilities in detection, recognition, identification, and engagement of targets at extended ranges.

The Reconnaissance & Fire Program is seeking a Senior Program Manager in McKinney, Texas. This position is responsible for the successful ramp up of production for domestic and international customers, the overall development and deployment of Combat Solutions Program Office strategy to manage current sizeable growth, and the long-term transition to 3rd Generation FLIR products. The Reconnaissance & Fire PM is accountable for HTI profit and loss through production and program readiness, the successful execution of current business, and the development of a sound business cost strategy to ensure future captures. This Senior PM will manage 1 PM direct report.

Specific duties include serving as the Reconnaissance & Fire Program Manager (PM) responsible for profit and loss (P&L) for multiple HTI contracts. The PM must assure compliance with US Government laws, policies and regulations governing our business. The Program must obtain US Government approvals and licenses, and support the Foreign Military Sales (FMS) process. Program management must assure compliance with contract requirements, and achieve a high level of customer satisfaction by meeting our commitments.

The Reconnaissance & Fire Program Manager directs, manages, and leads the people, resources, contracts, and products responsible for the sustainment and support of all HTI products. This role sets the strategic direction for the sub-functions of the sustainment team which include, but are not limited to Inter-Organizational Transfers (IOT) performance, Affordability, Test and Evaluation, Reliability, Training Devices, Engineering Services, Depot Logistics, and Warranty. Focus for this position is in supporting the customer through a responsive and coordinated strategy, achieved partially through understanding and communicating multiple customer needs and requirements throughout the organization. The customer complement includes the United States Army, United States Army TACOM, primes General Dynamics Land Systems (GDLS), DRS Technologies, Defense Logistics Agency (DLA), and various countries via FMS.

Additional responsibilities include:
  • Optimizing service, processes, and direction within the HTI team
  • Leading engineering, production, CM/DM, quality, procurement, and finance support to successfully meet all requirements and commitments
  • Identifying and pre-emptively resolving business issues impeding achievement of goals
  • Sponsoring and leading cross-functional teams in support of strategic initiatives
  • Growing and developing the next generation of leaders within the organization
  • Provide tangible value to the customer, the warfighter, and Raytheon Missile Systems
  • Establishing key performance metrics and measuring the team to drive the right behaviors
  • Planning, presenting, and forecasting long-term funding requirements
  • Administrative oversight for direct and matrix team members
  • Development and execution of pursuit plans and strategy; teaming strategies; business case, win strategies (technical, management and cost); customer engagements; compliance with contract terms and financial goals

Required skills:
  • 12 years of experience in Program Management, and/or appropriate functional experience in directly supporting program objectives managing cost, schedule and technical performance
  • Demonstrated ability to foster collaboration between functional organizations and affect integrated solutions
  • Demonstrated ability to keep team members focused on schedule milestones and objectives and must motivate the program teams to develop cost effective, customer-oriented solutions and approaches
  • Experience in working with customers and professionally representing the company in the customer community
  • Demonstrated ability to develop, communicate, implement tactical plans and develop strategies for future sustainment activities
  • Demonstrated success developing and/or communicating a program strategy, communicating and inspiring engagement on a vision, and developing employees
  • Certified or ability to obtain RTN Program Manager Level 3 certification or higher within 12 months
  • Highly effective communication and writing skills
  • Ability to travel domestically and internationally
  • Active Secret clearance

Desired skills:

  • Earned Value Management System (EVMS) certified with an emphasis on variance analysis
  • Experience working with cognizant US Government Agencies such as DSCA, DASA DE&C, OSD, DOS, etc.
  • Familiarity with FMS process, ITAR, offset and FCPA
  • Demonstrated ability to make sound decisions in stressful business situations
  • Demonstrated ability to work independently as well as lead a team
  • Raytheon Six Sigma Specialist

  • Requires a related University Degree or equivalent experience and a minimum of 12 years prior relevant experience
