Radio Frequency Test Lab Test and Evaluation Testing Specialist

Performs technical assignments in the general areas of C5ISR, AIS, and IT/NSS, applying broad technical knowledge in one or more areas on specific systems or applications. Work requires knowledge of customary approaches, techniques, and requirements appropriate to the assigned C5ISR, AIS, and IT/NSS, including legacy systems and latest trends in related technologies. Requires specialized experience in evaluating, analyzing, maintaining, managing, or improving telecommunications system performance. Follows specific layout and diagrams to construct, implement, and operate devices and subunits of equipment. Ensures uninterrupted access to all telecommunication features in support of T&E efforts.


Designs, develops, and tests telecommunications software solutions. Reviews, analyzes, develops, installs, and modifies computer operating systems. Analyzes and resolves problems associated with operating systems. Interprets manufacturer manuals or similar documents. Detects, diagnoses, and reports related problems. Provides user training of the telecommunications features and functionality. Makes suggestions to end users regarding communications software and hardware solutions. Provides documentation/project tracking and management reporting. Coordinates upgrade specifications and schedules with internal or external users and ensures proper integration. Provides tactical and strategic input to overall network planning and related projects.


This position includes personnel who provide IT support in areas where capabilities may be gained primarily through extensive on-the-job experience, specialized formal Government training, or institutional training and certification. On-the-job experience must be in specific IT fields.


Related certifications in the area of specialization may be substituted for 1 year of experience. Examples of relevant Government or industry training include, but are not limited to, applicable DAWIA, SPRDE, and United States Federal or DoD school training and certification on a specific system, network, or technology.


Must possess experience with DoD’s defense in depth architecture; the capabilities associated with the DoD architecture; and IA/CND Policies and Procedures. This labor category requires specific training and certification for the IAT, IAM, CND Analyst, CND Auditor, and IASAEs. Acceptable degree specialties include but are not limited to the following: Information Technology, Mathematics, Computer Networking, Cybersecurity, and various engineering and science disciplines. Demonstrates expertise in a variety of the IT field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complex tasks. A wide degree of creativity and latitude is expected. Leads and directs the work of others. Typically reports to department management or executive. May provide consultation on complex projects and be a top-level contributor/specialist in their department. Must be an expert at problem solving, identifying risk, and communicating results and recommendations to department management.


This position will be responsible for supporting and conducting Ultra High Frequency (UHF) Satellite Communications (SATCOM), Very High Frequency (VHF)/UHF Line of Sight (LOS), Soldier Radio Waveform (SRW), and High Frequency (HF) standards and waveform conformance certification and assessment of various radio, radio systems, modems, waveforms and radio interoperability (IOP) assessments. Includes testing and data collection of the current MIL-STD-188-243 UHF Amplitude Modulation Frequency Modulation Phase Shift Keying Line of Sight Waveform Conformance Test Procedures (Revision 2), dated December 2007, or the most current version of the JITC approved test procedure.


Education and Experience:

  • Requires an Associate's; or a minimum of 60 semester hours of formal education working towards an Associate's or Bachelor's degree and 4 years of experience; or at least 6 years of experience.

  • The degree must be in a relevant technical curriculum and experience must be related to the job duties.

  • Related certifications in the area of specialization may be substituted for 1 year of experience.

Required:
  • Understanding of MIL-STD and Standardization Agreements (STANAG)
  • Knowledge of UHF/VHF LOS, Single Channel DoD Radios and COMSEC

  • Understanding or familiar with Risk Management Framework (RMF).
Must be able to obtain and maintain a security clearance at the Secret level.
Essential Functions:
Physical Requirements
Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.
Work Environment
An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.
Equipment and Machines
Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.
Attendance
Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.
Other Essential Functions
Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
