Summary: The Quality Manager be responsible for an execution of the Quality Management System (QMS) and Quality Control Plan (QCP) across the program to ensure consistent delivery of the highest quality work and work product to the government Customer improving customer satisfaction. The Quality Manager is a champion for knowledge capture and is instrumental in implementing Shift-Left (a.k.a. 3-2-1-0-Negative 1) getting documented knowledge readily accessible to the lowest tier level possible, fastest resolution of issues and fulfillment of requests for the Customer and improving the Customer Experience.
Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)
  • Implement the Chenega/NJVC Quality Management System (QMS) across the contract to ensure all information systems, products, and services meet customer standards and requirements
  • Establish Quality Assurance (QA) testing procedures and develop processes, procedures, and systems and software work products to correct potential deficiencies
  • Responsible for implementing, monitoring, and upgrading the contract Quality Control Plan (QCP) to meet Customer requirements
  • Participate in specifying, reviewing, and implementing improvements to procedures and tools used in Quality Management
  • Monitor quality control of contract deliverables including performance metric data ensuring contract compliance and meeting Customer needs
  • Automate routine reporting to the government Customer into concise, easy-to-comprehend, easy-to-use dashboards, portals, presentations, reports, etc. maximizing recipient self-service / self-sufficiency
  • Coach managers and project teams in established quality processes, procedures, and deliverables
  • Manage quality control across the entire contract program.

Supervisory Responsibilities:

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
  • Bachelor's Degree with a major in the field of Computer and Information Sciences and Support Services
  • 3+ years’ experience of Quality Assurance / Quality Control
  • PMP or PgMP, or DAWIA P/PM Level 3, or FAC P/PM Level III, required
  • Possession or the ability to obtain a Public Trust Security Clearance within 30 days after date of hire
Knowledge, Skills and Abilities:
  • Knowledge of ISO 9001:2015 Quality System Requirements and Auditing
  • Experience in Microsoft Suite of tools including SharePoint, Outlook, Word, Excel, PowerPoint, etc.
  • Ability to research, organize, create and maintain clear, concise Quality Management-related documents
  • Ability to work in a fast-paced, Customer Experience-focused environment
  • Organized, focused, and strong analytical skills with the ability to understand the step-by-step process required to develop and maintain quality service
  • Ability to effectively handle multiple, simultaneous tasks
  • Ability to obtain a Public Trust Security Clearance within 30 days after date of hire
  • Attention to detail and quality of work: double- and triple-checks before delivering contract work products to the government PMO Office, Contracting Officer, Contracting Officer Representative (COR), etc.
  • Strong interpersonal and communication skills to interact with Customer Stakeholders and Information Technology (IT) Staff
