Responsibilities
Idaho National Laboratory (INL) is seeking a Protective Force Major. The position of Major acts as the Senior Protective Force Operations Department representative during all normal work hours and reports to the Protective Force Operations Manager, SRT Commander, and Area Manager of each facility. In this capacity as the senior representative. The incumbent supervises site-wide security personnel. The Major monitors the performance and supervises Shift Captains, Lieutenants and Team Leaders assigned to the crew; monitors and ensures training is conducted as outlined in the Annual Training Plan; conducts monthly Alarm Response Assessment Performance Tests (ARAPTs) in accordance with DOE orders; is responsible for availability, control and the proper use of equipment used by Protective Force personnel. Responds to all security emergencies, develops resolution plans and contingencies. Plans, develops and conducts training. Plans and assists with live fire range training. Trains with Local Law Enforcement personnel. This position must have full understanding and be capable of directing an effective, aggressive and timely resolution of adversary actions as established in the Graded Security/Design Basis Threat policy for DOE programs and facilities. The incumbent is responsible for command, control, reporting of all security emergency situations on the INL and notifications for events specified in DOE 470 series orders.
Knowledge of the Self-Assessment and Assurance process.
The position of Major is directly responsible for the development of the area Self-Assessment program, identifying required assessments and additional assessments in accordance with DOE orders, Laboratory Protection and Protective Force Procedures and INL requirements.
The position of Major is directly responsible for participation in the Management Observations program of all sites, personnel and procedures, meeting or exceeding the minimum number of observations set by the Protective Force Division Director and Operations Manager.
Responsible for implementing the Safeguards and Security Performance Assurance Portfolio and the Safeguards and Security Performance Assurance Plan as applicable.

Minimum Qualification Requirements (Education and/or Experience):
- Advanced Degree in related field and two years’ experience in Protective Force and/or Military/Law enforcement. Minimum of two years as a SPO II/SPO III supervisor. OR
- Baccalaureate Degree in related field and four years’ experience in Protective Force and/or Military/Law enforcement. Minimum of two years as a SPO II/SPO III supervisor. OR
- Associates Degree in related field and eight years’ experience in Protective Force and/or Military/Law enforcement. Minimum of two years as a SPO II/SPO III supervisor. OR
- High School diploma or equivalent in related field and 12 years’ experience in Protective Force and/or Military/Law enforcement. Minimum of two years as a SPO II/SPO III supervisor.

Preferred Qualifications:
- DOE “Q” Clearance
- HRP Certification
- NTC TRF 100 or 200 Certification
- Meet 10 CFR 1046 physical fitness standards
- Advanced/Baccalaureate Degree

Related experience also includes, but is not limited to:
Knowledge of security systems, knowledge of federal regulations, experience demonstrating management and/or leadership skills.

Special Requirements and/or Training:
Must be familiar with Collective Bargaining agreements. Must have experience with budget process. Must be able to obtain and maintain a “Q” security clearance, granted HRP and be able to be certified at the Security Police Officer II (SPO II) or Security Police Officer III (SPO III) level.

Surveillance Exam(s): Noise (Hearing Conservation Program).
