Protected SATCOM Subject Matter Expert

Key Role:

Identify, analyze, and evaluate complex and highly sensitive communications systems, policies, processes, and capabilities. Identify and analyze capability gaps, including reviewing and comprehending concepts, communications requirements, acquisition documents, concept of operations, and other technical and non-technical documents. Provide subject matter expertise in protected military communications requirements.  Retrieve data from a variety of sources and individuals to identify the scope and breadth of communications gaps to analytically and creatively evaluate the data and to craft collaborative and well researched solution proposals. Evaluate protected SATCOM continuity of system fielding and fleet training and make specific recommendations for improvement if ineffective fielding or training strategies are identified. Codify recommendations for resilient fleet communications planning and operations in CONOPS, CONEMP, NTPs, TTPs, or other guiding documents as required by NAVIFOR. Organize material and technical support for work sessions, briefings, and other meetings that support C5I development and result in finished documents. Develop and present analytics, briefs, whitepapers, and other persuasive or informational briefs for Flag-level review. Support meetings, conferences, and workshops regarding current and future doctrine and requirements development and integration.

Basic Qualifications:

-8+ years of experience in working with protected military communications systems

-8+ years of experience with DoD DOTMPLF actions or PPBE management

-6+ years of experience with tactical or strategic military operations

-6+ years of experience with Navy Communications Programs and Navy and Joint operational stakeholders

-Experience with Microsoft Word, Excel, PowerPoint, and Outlook

-TS/SCI clearance

-BA or BS degree in Science, Engineering, or Information Systems

Additional Qualifications:

-Experience with satellite communications, key distribution, and communications management

-Experience with conveying complex technical issues to both technical and non-technical audiences

-Experience with Naval, Joint, NATO, and Coalition C5I concepts, doctrine, and processes

-Knowledge of Navy afloat and undersea C5I systems capabilities and limitations

-Knowledge of Navy C5I and IW stakeholders, Combatant Commanders, Coalition and NATO maritime forces, and Operational Fleet Commands interrelationships

-MA or MS degree in Science, Engineering, or Information Systems
