Proposal Development Manager

Responsibilities:

Responsible for direct supervision/management of the proposal staff. Manages all activities involved in the development and revision of proposals. Acts as a liaison with the Contracts department when support in negotiating contracts is needed. Leads pre-RFP activities, developing schedules, organizes resources, reviews RFP, ensures compliance. Plans, strategizes, and positions proposals, including developing win themes, best value propositions, discriminators, and graphics. Conducts proposal and contract reviews with management. Counsels and serves as main resource on all matters of a proposal nature. Participates in the preparation and submittal of proposals and development of negotiation strategy. Represents company in matters of contract, pricing, or performance reviews as may be conducted by agencies of the federal government. Issues all proposal policies, procedures, methods, operating practices, and functional performance standards to facilitate effective implementation within program objectives and requirements. Evaluates compliance of such policies, practices and standards, and directs corrective action. Acts as the focal point for information requested and presented to governmental agencies.

The Proposal Manager is responsible for establishing and managing the proposal process in response to U.S. Government solicitations. The Proposal Manager leads all members of the  proposal development team to include the Proposal Coordinator, Volume Leads, Writers, Graphic Artists,  Desk Top Publisher (DTP), and the production team.
The Proposal Manager coordinates with corporate functional departments for proposal content, compliance, and format.
The Proposal Manager develops the Compliance Matrix and the initial proposal outline.The Proposal Manager facilitates daily standup meetings to track status of assignments and other actions assigned. The Proposal Manager ensures the proposal is compliant with all RFP and amendment requirements. The Proposal Manager oversees all proposal production activities including coordinating DTP, editing, printing and binding, and proposal delivery.
Additional Responsibilities include:
• Manage the proposal process to include content design and development and review
• Review and analyze draft and final RFPs and related documents and develop compliant proposal outline and responses
• Develop detailed proposal schedule and ensure adherence to all deadlines
• Direct day-to-day proposal management activities, including development of work plans, schedules and action items, to maintain compliance against solicitation requirements
• Prepare all supporting proposal development documentation (outline, page allocation, team assignments, proposal management plan, schedule, kick-off meeting materials, writing templates, data calls)
• Provide oversight to all proposal resources for  template development, graphics development, review coordination, data call coordination, configuration management, DTP, proposal production,  and submission activities
• Maintain version control throughout RFP response lifecycle; ensuring proposal artifacts are secured at all times
• Monitor Government amendments and perform impact assessment upon receipt of Q&A and all amendments

Qualifications:

  • Requires BA/BS with 10 years of related experience with at least 5 years of proposal management level responsibility. Incumbent has specialized knowledge in at least one area of expertise and a general knowledge in 1-2 other areas.
  • Current TS security clearance is required with the ability to obtain SCI level clearance access. 
  • Must have a strong working knowledge of the current Federal Acquisition Regulations (FAR), Defense FAR (DFAR), DCAA, etc.) and the ability to read and interpret Government Synopsis, Request for Proposals (RFP), Request for Information (RFI), Request for Quotes (RFQ) and Solicitations.
  • In-depth understanding of compliance with all sections of governmental RFPs, experience analyzing RFPs, creating proposal outlines, compliance matrices, storyboards, mock-ups and schedules, managing and coordinating proposal teams and work products, writing new material, editing written material, and producing high-quality proposals under tight deadlines
  • Proven ability to successfully communicate company proposal objectives and key characteristics to management and teammates, in writing and oral presentations
  • Proven ability to work with/interview Subject Matter Experts to understand and write about complex technical and management approaches
  • Excellent people skills - able to work with teams of varying sizes, technical abilities, and levels of authority with both internal corporate staff and teammates
  • Requires strong planning, organization and communication skills. Due to the fast-paced work environment, the selected individual must be a team player, self-starter, and able to work with minimal direction to meet deadlines. Must be able to handle multiple projects simultaneously. Must be available for overtime, weekend work and travel when necessary to support proposal, review, and delivery timelines.
  • Flexible and open to changing schedules and priorities and managing multiple tasks simultaneously within compressed timeframes
  • Working knowledge in MS Word, Excel, PowerPoint and SharePoint or other proposal collaboration tools
  • Skilled in desktop publishing and formatting
