Property Administrator

Description

SAIC is looking for a Property Administrator who Assists Accountable Property Officer (APO)/Property Book Officer (PBO) in automated property book procedures and programs. Serves as the system administrator for the Accountable Property Systems of Record (APSR). Uses the Defense Property Accountability System (DPAS) for Non-Fielded Property (NFP), and Logistics Modernization Program (LMP) for Fielded Property (FP), as they relate to property accounting and inventory procedures. Assists APO/PBO, Property Custodians (PC)/Primary Hand Receipt Holders (PHRH), Assistant Custodians (AC)/Sub-Hand Receipt Holders (SHRH), and Assistant Property Administrators (APA) in conducting and documenting inventories, administrative adjustments, lateral transfers, loans to contractors, & turn-ins. Locates Line Item Numbers (LIN) and/or National Stock Numbers (NSN) for accountable items and obtains Non-Standard Line Item Numbers (NSLIN) and/or pseudo NSNs called Management Control Numbers (MCN) for uncatalogued property by submitting requests through the Army Enterprise Systems Integration Program (AESIP). Ensures completed supply transactions are properly documented and additions, deletions, and/or changes to hand receipt accounts are entered into the system and transaction reports are made as required under provisions of appropriate regulations. Assists APO and PC in creating detailed component listings and shortage annexes for Major End Items (MEIs) and initiating APSR transactions. Inventories all NFP such as MEIs, test tools, and support equipment with APAs to create component listings to the appropriate level of indenture. Conducts cyclic inventories as required (e.g., 10% monthly non-sensitive items and 100% monthly inventory of sensitive items). Creates Item Unique Identification (IUID) tags and uploads IUID data into APSR & IUID Registry. Maintains administrative visibility of the Prime Contractor Catalog Ordering Logistics Tracking System (COLTS) database for use in tracking accountability and maintenance transactions for IBCS equipment and ensures information accuracy in COLTS records. Responsible for the moving and tracking of equipment and supplies as required. Generates and tracks DD Form 1149 for the transfer of Government property from Government to contractor or from contractor to Government and DD Form 250 to document the inspection, acceptance, receipt and delivery of the services or product.

 





Qualifications

Candidate must be a US citizen, and must be a resident of the Huntsville, AL area or be willing to relocate to the Huntsville, AL area.  A minimum Associate’s Degree preferred.

 

Candidate must have direct knowledge and 1-5 yrs of experience with Army Property Accountability procedures at the property book and unit level. Candidate must have direct knowledge, training, and 1-5 yrs of experience with Property Book Unit Supply-Enhanced (PBUSE) and/or Defense Property Accountability System (DPAS), and the Catalog Ordering Logistics Tracking System (COLTS), and the Item Unique Identification (IUID) policies and procedures.
