JOB DESCRIPTION
STG, Inc., a wholly owned subsidiary of SOSi is seeking a qualified, professional, and experienced Project Manager in Washington DC. The PM will be responsible to manage a team of fifteen or more direct reports for federal government contract hiring new staff and subcontractors, performance evaluations, processing forms for new hires, education/training reimbursements, timesheets, and invoices.

ESSENTIAL JOB DUTIES
• Experience managing contract budget using Earned Value Management (EVM) for monthly and annual reporting
• Foster Communications and collaboration amongst CFTC counterparts, and STG back office for contract administration, project accounting control, human resources, quality management, integration planning and interfaces for overall to Operations.
• Ability to support Performance-Based Service contracting (weekly reporting metrics)
• Will need to conduct or support market research and analysis as required by the COR or applicable technical managers on the contract to support CFTC in determining whether commercial items or non-developmental items are available or could be modified to meet CFTC’s needs.
• Support the CISO office in enhancing and improving CFTC’s IT Security Program, based on the National Institute of Standards and Technology (NIST) and FISMA policies and guidelines.
• Provide recommendations to the COR and technical managers (TM’s) regarding the development of advanced policies, procedures and strategies to ensure information systems’ reliability and accessibility and to prevent and defend against unauthorized system access.
• Prepare and deliver awareness briefings to the CISO to ensure that systems, network, and information users are aware of and adhere to systems security policies and procedures.
• Review and provide comments/recommendations for completing incident response reports (according to US-CERT reporting requirements) and data collection to the CISO, as needed.
• Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks and protection needs and conduct systems security evaluations, audits and reviews in support of the CFTC IT Security Assessment and Authorization program.
• Participate in network and systems design, upgrades and configuration changes to guide IT staff toward best IT security practices and compliance with federal laws and regulations.
• Provide technical analysis of security patches, issues and mandates necessary to support the Commission’s ongoing effort to improve IT Security.
• Provide operational support for organization and facilitation of Change Control Board (CCB) meetings. Including lifecycle management of a change request (CR)
• Track and monitor CCB issues and provide updates for them as appropriate.
• Support the execution of release management tasks, including application builds with test and production deployments utilizing Microsoft Visual Studio and Sybase PowerBuilder.
• Provide assistance for the documentation of the change management (CM) processes and procedures for all build and deployment processes.
• Use various audit files to maintain baseline configuration and setup alerts for unauthorized changes to the CFTC environment.
• Track and monitor baseline configurations for servers and infrastructure devices using CFTC’s CM tools.
• Identify configuration items (CIs), analyze the current cataloging/identification system, and make recommendations for improvement.
• Perform monthly auditing scans and vulnerability scans for the compliance of servers, laptops, workstation baselines

MINIMUM REQUIREMENTS
• Experience qualifications will be determined on a case-by-case basis. Generally, a Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, Physical Science, or other technically related discipline. This position requires a minimum of twelve years’ experience, of which at least nine years must be specialized. Specialized experience includes: project development form inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types, and complexity. General experience includes increasing responsibilities in information systems design and/or management.
• With a Master’s Degree (in fields above): ten years of general experience of which at least seven years specialized experience is required.
• With a Ph.D. (in fields described above) eight years of general experience of which at least six years specialized experience is required.
• With fifteen years general experience of which at least twelve years specialized experience a degree is not required.
• Customer specific Public Trust with ability to obtain a higher clearance level if required.
