Opportunity Details: Overview:

CSRA seeks a Project Manager with a technical background to join a high performing management team on one of CSRA’s premier Agile contracts. This candidate will lead a project for a component of the Department of Homeland Security (DHS) servicing more than 6,000 users. Our Federal law enforcement customer is responsible for the vital mission of protecting the security of our nation and its people.  The candidate will help our customer achieve its mission amidst a fast-paced, high-demand environment by driving its Application PIV Enablement project to success and instilling a culture of continuous improvement.

The candidate will lead a technical team of 10 systems engineers, .NET developers, and testers to implement PIV authentication across the agency’s applications. The candidate will manage the development, testing and deployment of PIV enablement solutions, collaborating with application development teams and systems operations teams across the agency.  The candidate will recommend solutions, and as needed, coordinate with 3rd party vendors and implement solutions.   The candidate will ensure the creation of an effective approach at the outset, generate a master schedule, track and report progress against the schedule, and manage risks and issues.


Candidate will serve as a Project Manager with responsibilities that include:

  • Oversee development, testing, and implementation of PIV authentication solutions across the agency’s applications
  • Assist with the generation, documentation, and enforcement of PIV enablement strategies, testing plans, and deployment plans
  • Create and maintain a project schedule, tracking and reporting progress against the schedule
  • Build, develop, and manage trusting relationships with stakeholders
  • Identify and manage risks as related to the project and communicate them clearly and tactfully to affected parties
  • Provide advice and make timely decisions concerning problems, issues, roadblocks, and next steps
  • Collaborate closely with team members and Government ISOs to ensure consistency in product delivery and that solutions comply with all Federal IT Security laws and regulations, as well as NIST, OMBB, and DHS security and control requirements
  • Raise risks, issues, and concerns to the Program Management Office
  • Lead difficult conversations with stakeholders, including team members, to ensure execution, clients, stakeholders, end users, and others to advance execution
  • Employ different personnel management techniques and styles when appropriate to enhance individual and team performance
  • Prepare compelling visual artifacts to show trends in project performance, illuminate meaningful metrics, decompose complex technical problems into simple images, and/or explain difficult concepts

Bachelor’s Degree in Accounting, Business, Engineering, Computer Science, Information Engineering or Social Science. (Preferred)

Candidate must have 5+ of experience in the following:

  • Project/people management, to include schedule and risk/issue management
  • Implementation of PIV/CAC solutions that meet HSPD-12 and NIST FIPS 201 standards
  • Ensuring FISMA compliance, especially for Microsoft .NET applications

  • Outstanding written and oral communication skills with an ability to interact with multidisciplinary project team members and Government personnel
  • Aptitude in Microsoft Project and Team Foundation Server (TFS)
  • Highly organized, motivated, and self-directed (takes initiative)
  • Proven track record of effective team leadership
  • Ability to manage projects in a restricted environment and work through roadblocks without compromising vision
  • Capability to manage time effectively and meet deadlines
  • Excellent technical writing skills
  • Uncompromising focus on quality, while strongly considering other project success factors
  • Strong conflict resolution and negotiation skills
  • Capability to translate complex subject matter or problems into simple graphic representations that explain concepts or depict metrics
