Project Manager

Position Overview:

- Leads a project team in the delivery of required contract deliverables and functionality, to include a mix of HPE employees and sub-contractor staff, facilitating the integration of these deliverables into the overall delivery

- Coordinates work efforts and regularly meets and interacts with their other PM peers and their teams

- Under minimal direction, leads / delegates project planning, scheduling, monitoring, and reporting activities

- Plan schedules, monitor, and report on activities related to the project, including sub-contractor administration, delivery,and monitoring

- Ensure adherence to legally binding requirements

- Integrate and use project management methodologies (Agile, Iterative, Waterfall)

- Facilitates needs assessment and the development of recommended solutions to be used for planning, scheduling, and tracking the projects through the integration of various project management tools

- Perform schedule development, maintenance, and revision with the Project Planner

- Establishes appropriate metrics for measuring key project criteria

- Develops project controls and reporting procedures

- Pro-actively tracks and reports project risks issues

- Monitors progress and key milestones

- Controls project requirements, scope, and change management issues

- Undertakes status review meetings among project team members and stakeholders

- Ensures adherence to quality management standards and procedures

- Manages changes in operational plan

- Analyzes, tracks, and reports project metrics

- Identifies and mitigates risks and issues, and advises both HPE and client senior management about project management capability and risks

- Creates communication plans, ensuring that appropriate information is exchanged among key stakeholders

- Assist in the training of the project team on application of established team procedures

- Coach and advise team members to accomplish project goals, to meet established schedules, and to resolve technical/operational issues

- Implement continuous process improvement


Education and Experience:

- Bachelor’s degree in Computer Science, Engineering, Business, or related field (or 8 additional years of equivalent work experience)

- 10+ years software development experience

- 3+ years managing Federal Healthcare (i.e. VA, DoD) IT projects a plus

-Must be a US citizen or US permanent resident

-Must be able to obtain a Public Trust clearance

- Fast learner who can get up-to-speed quickly and effectively on their own, and take charge of existing project assignments quickly and confidently with little supervision/guidance, in a fast-paced, demanding environment

- Working knowledge of and practical application of PMI PMBOK knowledge areas on small-to-medium scale projects

- Experience managing small-to-medium-sized, geographically dispersed (virtual) project teams through the entire

Software Development Lifecycle (SDLC)

- Project estimation (LOE, duration, etc.), scheduling, and analysis

- Proven success managing projects using waterfall, iterative, and Agile methodologies

- Excellent oral and written communication skills. Ability to effectively communicate at all levels of the company’s and client’s organizations

- Excellent customer relationship management skills

- Ability to pro-actively identify, plan for, and mitigate risks at all levels of the project

- Working knowledge of project-level financials, budgeting, and related areas

Desired Qualifications:

- PMI Project Management Professional (PMP) certification or equivalent experience/certification

- Certified Scrum Master (CSM) and/or working experience adhering to Agile Principles / Scrum Framework

- Experience supporting the VA

- Experience with VA VIP (and/or PMAS) / ProPath Guidelines

- Experience with IBM Rational toolset, particularly the DOORS Next Gen Requirements Management, Team Concert

Configuration and Change Management, and Quality Manager Quality Management components
