Project Manager

Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Secret clearance is required.

 

Responsibilities:

 

  • Engage with HCMO representatives to support the DCSA HCMO during the consolidation, transition, and transfer of DSS, Consolidated Adjudication Facility (CAF), and the OPM National Background Investigations Bureau (NBIB) mission activities transforming to the Defense Counterintelligence and Security Agency (DCSA)
  • Receive, examine, collaborate, integrate, and synchronize identified and targeted HCMO agency transition requirements, tasks, objectives, activities, or assignments, as well as corollary actions determined necessary and relevant, so that primary initiative for HCMO agency transition, transfer, and transformation can be executed
  • Present DSS a comprehensive project plan that incorporates initial objectives and expected key results. The plan shall include milestones with expected outcomes that map to and address HCMO and Agency priorities during the consolidation, transition, transfer, and transformation phases.
  • Review DSS, CAF, and NBIB human resource (HR) functions and practices necessary to ensure seamless transition and maintain continuity of operations across the three organizations as it transforms to DCSA.
  • Develop comprehensive project plan is required that can identify and link operational requirements and objectives.
  • Record and/or review documents across multiple agencies such as DCSA, CAF, and NBIB.
  • Develop and deliver comprehensive project plan and schedule that serves as roadmap and includes framework scope mapped to requirements and objectives; identify tasks linked to expected outcomes; synchronize activities during phased approach as activities evolve. The project framework will include a means to measure and assess overall effectiveness of the project and its impact on organizational and mission change.
  • Set baseline expectations and establish program requirements. Based on initial meeting further articulate and define project intent that results in project plan scoped to identified requirements, expectations and corollary tasks.
  • Craft plan using industry recognized project management software or other industry recognized programs, e.g. Microsoft Suite (Project, Vizio, EXCEL, etc.).
  • Present plans and strategy and then set direction forward. Create reports, briefings, job-aids, working papers or other tasks as assigned.
  • Based on project plan review and HCMO approval, candidate will assign support personnel that are matched against tasks and stated outcomes.
  • Manage personnel assigned and monitor individual performance and overall progress towards achieving stated and planned objectives, milestones, and outcomes.
  • Inform HCMO on progress with status reports linked to project plan; schedule to be agreed upon between candidate and HCMO and/or COR.
  • Status reports shall include those elements necessary and relevant that capture metrics and display progress in activities and action to-date and projected. Candidate shall inform HCMO and/or COR when conflict in schedule occurs or is projected. The term “inform” infers to written and/or oral methods of communication or documentation.

 

Requirements:

 

  • ACTIVE SECRET clearance required
  • Bachelor’s Degree or higher (at a minimum)
  • 10+ years of experience relating to the requirements
  • Superior oral and written communication skills
