The Defense Health Agency (DHA) is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department’s medical mission, manages the execution of policy and serves as the program manager for TRICARE health and medical resources.


Under general supervision, oversee, plan, and coordinate all aspects of various DHA programs from initiation to delivery. Assembles project team, assigns individual responsibilities, identifies appropriate resources needed, and develops detailed project plans/schedules to ensure timely completion. Coordinates activities performed by staff and internal customers/partners by defining project scope and requirements, performing feasibility and needs/impact assessments. The Project Manager provides technical project management functions including technical leadership, quality assurance and decision oriented recommendations.


Cherokee Nation Security & Defense (CNSD) is seeking an experienced security and risk-based personnel that will be the primary responsible party for development, management and implementation of DHA’s Physical Security and Antiterrorism/Force Protection policy and procedures per assigned territory and related functional capability. Candidate must possess comprehensive knowledge of DoD Physical Security and Antiterrorism/Force Protection Programs based upon DoD 5200.08-R, Interagency Security Committee (ISC), Unified Facilities Criteria (UFC), USNORTHCOM Instruction 10-222 and DoDI 2000.16 policies as well as industry best practices.



Includes the following (other duties may be assigned):

  • Develop, coordinate, and maintain the DHA Physical Security Program and Antiterrorism/Force Protection (AT/FP) Program Policy (to include standard operations procedures) for DHA’s leased, owned and managed facilities
  • Evaluate and develop project plans and budgets
  • Oversee and manage a support personnel team within the National Capital Region (NCR) and San Antonio, TX
  • Manage aspects of customer interface, including requirements of cost, schedule and technical performance
  • Serve as the focal point for and liaison between internal and external departments on project status or other project information
  • Ability to assess electronic security systems (intrusion detection system, closed circuit television system, automated entry control systems) and their ability to detect, delay and provide response to applicable threats at all DHA facilities
  • Serve as an Antiterrorism Representative (ATR) for DHA facilities located within the NCR
  • Coordinate with the Pentagon Force Protection Agency (PFPA) and Federal Protective Service (FPS) to conduct AT Risk & Vulnerability Assessments (ATRVAs) for DHA leased facilities
  • Coordinate United States Northern Command (USNORTHCOM) AT assessments, as required
  • Access and maintain the Mission Assurance Risk Management System (MARMS) database for DHA facilities under USNORTHCOM’s area of responsibility
  • Conduct Physical Security and AT/FP assessments and inspections as requested
  • Work with the Program Manager, Physical Security and AT/FP teams regarding security projects pertaining to facility specific needs to include recommendations involving improvements, policy applicability, project execution and new requirements
  • Attend routine Physical Security and AT/FP meetings and prepare weekly and monthly activity reports
  • Work with PMO to develop standard operating procedures and plans, to include but not limited to site-specific Physical Security Plans, Emergency Command Center (ECC) plans, Occupant Emergency Plans, AT/FP Plans, Shelter-in-Place plans, and Active Shooter Response plans for DHA facilities
  • Analyze, implement and maintain emergency management and physical security safeguards for DHA personnel, facilities and information.
  • Conduct trainings and security briefings as requested
  • Answer and manage the Enterprise Security, Threat Management & Safety group mailboxes



Reports to the Program Manager.  Interacts with the Enterprise Security, Threat Management & Safety Team on a regular basis along and provide periodic communication with high ranking military authorities in all branches, PFPA Officers, Contract Security Officers and local law enforcement.



Business Administration degree or experience in related field and 5-8 years and/or a combination of education and experience in the following: (1) acting as the primary interface with government program authorities and representatives on technical and project issues, (2) supervising project operations by developing procedures, (3) planning and directing execution of the technical support effort, and (4) monitoring and reporting progress.


Experience with project management, creating and implementing project schedules, managing project teams, as well as a strong technical/analytical background required.



  • Proficient knowledge of DoD Physical Security and AT/FP protocols to include knowledge in the DoD 5200 Manual, ISC and UFC Standards and Guidelines, USNORTHCOM Instruction 10-222, and DoDI 2000.16 V1 & V2.  
  • Proficient knowledge in FPCON countermeasures
  • Self-motivated with the ability to work independently
  • MS Office Tools required (Proficient in Word, Excel, PowerPoint and Visio)
  • Knowledge of management principles, organizational theory, and techniques of analysis and evaluation
  • Knowledge of policy writing, administrative regulations and operating procedures
  • Knowledge of the mission, functions, and structure of the organization, and able obtain data and information regarding work operations and to prepare a report of findings
  • A working knowledge of the United States Military and the Department of Defense to include but not limited to ranks and titles of uniformed service members
  • Active Secret Clearance (at a minimum)



This position is performed in a climate controlled office setting.

Some travel (25%) may be required.
