GCS is currently seeking a Program Policy Budget Analyst to support our client in Springfield, VA.
 
Position Description:
  • Provide support to the geospatial customer in the assessment of cost and price proposals for reasonableness, completeness and realism determinations
  • Conduct in depth cost and price analysis to reach most probable cost and provide results of evaluation to the Government
  • Responsible for providing just-in-time training for source selection efforts, provide coaching, and guidance in cost and price analysis
  • Develop training in the cost, price and most probable cost area; teach, mentor and coach cost and price analysis
  • Equip Contract Specialists with tools and methodologies that will assist them in the development and execution of acquisition strategies and planning of small, medium and large procurement efforts at geospatial customer’s office
  • Assist in the assessment of cost and price proposals for reasonableness, completeness and realism determinations
  • Review contractors’ proposals for completeness and prepare cost/price reports, and other pre-award documentation
  • Support conducting in depth cost and price analysis to reach most probable cost and provide results of evaluation to government officials
  • Compile cost data needed for verification request for the Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA)
  • Incorporation of pricing data provided by DCAA and DCMA into the cost analysis documents
  • Provide recommendations to cost team members and Contracting Officer
  • Assist cost team members is the assessment of cost and price proposals to determine reasonableness, probable cost, and realism
  • Quantification of most probable cost by incorporating recommendations provided by the technical team into the cost realism assessment
  • Provide recommendations on price analysis techniques appropriate for specific acquisitions
  • Development of tools and templates for streamlining of proposal evaluations
  • Compile and distribute lessons learned after completion of each contract proposal evaluation (lessons learned shall be provided in a report that depicts recommendations regarding solicitation terms, instructions, evaluation methodologies and tools that should be considered for use in future requirements)
  • Provide recommendations on price analysis techniques appropriate for specific acquisitions
  • Development of tools and templates for streamlining of proposal evaluations
  • Conduct peer reviews on cost and price reports and other pre- award documentation
  • Develop training in negotiating skills and considerations for OCS workforce
Required Knowledge, Skills and Competencies:   
  • TS/SCI (polygraph preferred)
  • Minimum six (6) years’ experience in cost and price analysis techniques of complex competitive proposals greater than $100 million involving numerous subcontractors and requiring evaluation of reasonableness, completeness, and realism
  • Understanding of the geospatial customer, DoD, or ODNI acquisition oversight policy and process
  • Experience conducting cost and price analysis and probable cost calculations and contract negotiation techniques
  • Experience providing guidance and collection of lessons learned
  • Experience in teaching, mentoring and coaching adults in cost and pricing analysis
  • Possess excellent written and oral communication skills, excellent organizational skills, strong interpersonal skills; must be customer focused and detail oriented
  • Proficient computer skills in MS Word, PowerPoint, and Excel
  • Ability to work independently and as a team member under tight deadlines with changing priorities
Education/Training/Certifications Required:
  • Bachelor’s degree or higher in Business, Accounting, or other related scientific or technical discipline
