Program Planning Analyst III

Responsibilities:

Assumes the responsibility for the scheduling of diverse technical and training projects. Involved in one project or numerous projects. Responsibilities include a wide range of duties involving initial job planning, scheduling of time, scheduling of materials, coordination of personnel & students, monitoring of job progress, analysis of changes, and problem solving. Develops plans including budgets and schedules to meet contractual/project requirements for several major portions of a program. Establishes and defines program plan requirements and directs or performs in-depth studies to determine optimum program plans. Coordinates interdepartmental development of program plans. Interfaces with vendors and customers and performs extensive investigations as required. Produces the contractor's Initial Schedule and then updates the schedule throughout the program. Uses the schedule to analyze the impact of change orders, delays, and any other schedule disruptions. Works very closely with the project manager and the subcontractors during the preparations and updating of the schedule. Produces critical scheduling information for the project team's use. Monitors performance reports against plans to ensure that contractual, cost and schedule objectives are met; arranges modifications as required.

The position entails coordination of schedules, projects and training activities for personnel within a large and dynamic organizational environment.  Metrics collection is a critical component of the position with monthly reporting to senior customer leadership on projects briefed, demonstrations conducted, the number of participants who attended the demonstrations and/or training.  Additionally for training sessions, course metrics are required to be analyzed and presented to optimize future class running and to optimize adult learning.  Schedules are required to be coordinated across multiple groups and offices within the customer organization and with external Intelligence Community partners. 

Qualifications:

Requires 5 to 8 years with BS/BA or 3 to 5 years with MS/MA or 0 to 2 years with PhD or relevant experience in government mission spaces. 

Candidates should have an understanding of customer training organizations, training schedules and training coordination tools.  They must have strong oral and written communication skills and previous experience working in a related customer mission environment.  Experience working with course and demonstration metrics for use in presentations and course optimization is also required.
