Program Operations Manager

The Civil Space and International (CS&I) product area, within SAS’s Space Systems Mission Area, is looking for a qualified professional to execute in the highly visible role of Program Operations Manager. The successful candidate will ensure that Operations functional and factory areas are adequately executing efforts to meet program and operations requirements, cost and schedule along with hardware deliverables. The candidate will be responsible and accountable to ensure Operations meets all program quality, schedule and performance objectives and ensures the programs are compliant with Operations policies, practices, processes, procedures, and supportive of the factory. The position is responsible for coordinating product area efforts with multiple functions (Engineering, SCM, Program Office, Ops, Contracts, Property, Finance and Quality) to achieve program business objectives through all phases of the program, proposal through execution and close-out. In addition he/she may support proposal and gate activities within the product area.

The program Ops Manager will leverage strong technical, communication, and interpersonal skills and must have the ability to work with cross functional teams as well as with senior management. In addition, the Ops Manager needs the fundamental knowledge, experience, and skills associated with successfully executing a space programs on cost and schedule. A thorough understanding of schedule development, Earned Value Management, procurement, build processes, review processes (Raytheon’s Gates), as well as basic knowledge of the relevant tool sets are highly desired.

Required Skills:
  • Minimum of 12 years of program or project management, operations, or related experience
  • Knowledge of Defense Industry Acquisition and Manufacturing Readiness Assessments
  • Experience in developing and executing Manufacturing schedules for electronics build and test activities or other closely related space hardware
  • Ability to collaborate daily with a cross functional team in a healthy, robust matrixed environment
  • Must be able to proactively identify and execute opportunities for process improvement and cost/schedule reduction
  • Proven capability to analyze data and develop metrics and data visualization to convey build schedule status to program management
  • Demonstrate initiative, persistence and creativity in problem solving
  • Must understand configuration management and engineering change processes
  • Strong written and verbal communication skills
  • Competence with MS Office, specifically MS Project, Excel and PowerPoint
  • EVMS training and/or Certification
  • U.S Citizenship status is required as this position will need a U.S Security Clearance within 1 year of start date
  • Ability to obtain U.S. Secret Security Clearance
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems

Desired Skills:

  • Ability to communicate at all levels and across disciplines
  • Transitioning a program through product life cycle, from proposal to production
  • Visiprise Manufacturing System (VM) knowledge
  • PRISM knowledge
  • Raytheon process knowledge (Contract Quality Requirements (CQR), Integrated Product Development System (IPDS), SAS Management System (MS)
  • Experience with Space Quality Requirements
  • Experience with Defense and Commercial programs
  • Must be willing and able to obtain Program Management Certification

Required Education: Bachelor’s degree from an accredited University /College in Engineering, Math, Science or related degree
