Seeking a Program Manager for the DOJ USTP project in Washington, DC. The PM is responsible for managment of the CSRA contract and the combined CSRA project team of 22+ people. managment of subcontracts with teaming partners; CSRA personnel management actions, e.g., timecards, preparing requisitions for open billets, performing annual appraisals, drafting and submitting quarterly performance awards, etc.; financial management of a five and a half year, $24M program; security actions; mandatory training; insuring that deliverables are submitted accurately and on time; and, conducting monthly Program Management Reviews (PMR) to senior CSRA managers.
Contract requires US Citizenship.
Directs all phases of programs from inception through completion.
Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes.
Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules.
identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
Directs the work of employees assigned to the program from technical and administrative areas.
The CSRA team is responsible for providing Database Management Systems (DBMS) and Services according to the technical direction of the Government Task Manager (GTM) and the Technical Points of Contact.
These services include but are not limited to: manage, maintain, support and provide system documentation for over thirty applications, including several hosted on SharePoint, and a variety of standalone Microsoft Access applications, totaling roughly 3.5 terabytes of storage; design, develop, document (system and user), test, implement and support enhancements to these applications as directed by designated EOUST OIT staff; provide Data Architect knowledge, consisting of creating, implementing, and maintaining data models; design, develop, document (system and user), test, implement and support new applications as directed by the EOUST OIT staff; modify the database structures, programs and documentation as required to reflect current changes in the database while considering the impact on other related databases or programs. For example, should a change in the Automated Case Management System (ACMS) require a change in the Fee Information and Collection System (FICS), the contractor must implement the programming changes in such a way that provides minimal downtime or errors experienced by the user community; design, develop, document (system and user), test, implement and support services of the EOUST Internet and Intranet; provide help desk support for all USTP applications, Data Exchange for Trustees/Electronic Case Filing (DXTR/ECF) and Web Authors, using an enterprise support help desk application built by the USTP utilizing MS SharePoint; provide documentation and a full complement of training services for all USTP applications, as required; provide technical advice and guidance to EOUST OIT staff, as necessary for the selection, development, operation and maintenance of the database and application software; provide database administration for USTP databases (SQL Server, DB2 400, UDB DB2, and Oracle); generate Chapter 11 quarterly billing process by demonstrating to the USTP the capacity to prepare and mail up to 25,000 statements in 3 business days after file receipt; provide a full range of Business Objects support for all existing and future applications to include server configuration, administration, data warehouse and ETL design and maintenance, universe and report design, testing; and training; provide a full range of Adobe LiveCycle support for all existing and future applications to include server configuration, administration, form design, testing, and training; provide assistance with documentation and remediation of identified threats/risks/vulnerabilities, participate in the actual exercise of contingency and IRP plans, prepare test plans that validate security controls, and make changes to the system to meet business needs without sacrificing security or introducing new weaknesses; implement daily updates to pattern-matching algorithms, to generate bankruptcy case transactions based on docket text that is customized by 88 courts; as necessary, assist with the implementation of EDockets, a case calendaring product which is currently being piloted in several USTP offices.Qualifications:
Bachelors degree at a minimum - masters preferred.
Information technology background is a must.
