Program Manager Surface Ship ASW Systems-Systems Development

Job Summary:

Seapower Capability Systems (SCS) is seeking an Undersea Systems (US) Program Manager (PM), supporting Surface Ship ASW Systems. The selected person will primarily support the AN/SQS-62 program, with additional opportunities to lead focused areas pertaining to bow, towed, and / or variable depth sonar system elements. The selected person will be responsible for leading a team implementing systems development activities related to the program’s technology roadmap. Responsibilities include coordinating customer and Raytheon business identification of need, identification of Cost, schedule, and technical changes, and development and implementation of formal Engineering Change Proposals (ECP). Additionally, the person will lead teams responsible for development and demonstration of ASW system design alternatives applicable to adjacent domestic and international system sales.

The individual selected for this role will be responsible for focusing resources to achieve business and financial objectives, including Annual Operating Plan (AOP). The person in the role must determine priorities, interpret and apply company policies, ensure risk mitigation activities are successfully managed. In this role, the PM is required to have a command of program management best practices to enhance program execution and the ability to lead a cross functional team. This PM will present to various levels of leadership concerning status and execution and will be responsible for ensuring effective, timely, and sustained communication across the team, US leadership, and the customer.

  • Defines program milestones/critical path/tactical direction and monitor adherence to program budgets and schedules ensuring program meets customer’s needs, schedule and financials as defined within the contract
  • Establishes an executable baseline schedule; negotiating and executing change requirements, as necessary
  • Identifies, actively manages and escalates the program risks and opportunities, in accordance with specific financial goals and obligations
  • Uses approved program tracking control systems and reports that accurately measure progress, identifies potential problems in sufficient time for corrective action to be taken and ensures the meeting of Raytheon’s contractual commitments
  • Builds, supervises and integrates the performance of the cross functional teams and sub-contractors
  • Often requires the ability to influence others outside of own job area and senior leadership
  • Empowered authority to accomplish program objectives for various life cycles of programs including development, production, and sustainment of systems to meet the end user’s operational needs
  • Supports requested Program reviews and drives all required actions to closure
  • Coordinates program start-up process by assisting in the creation of initial program artifacts (team structure, lesson learned, Contractual Work Breakdown Structure (CWBS), etc.)
  • Support contract bidding, negotiation and contract definitization effort
  • Develops and presents to senior management the program Annual Operating Plan (AOP) and long term financial outlook and commits the program to specific financial goals and obligations in accordance with the program Annual Operating Plan (AOP)
  • Focuses, evaluates, motivates and rewards the program team, enabling them to achieve desired results
  • Responsible for growing the program and its product(s) by defining, developing, and implementing Engineering Change Proposals

Required Skills:

  • DoD Secret Clearance, with ability to obtain Top Secret clearance
  • Raytheon PM Certification Level 5 or equivalent, or plan to obtain within 6 months of selection
  • 10 years’ related work experience
  • Demonstrated experience working with teams
  • Experience preparing, revising, updating and monitoring required documentation and analysis in compliance with contract requirements, Raytheon’s Integrated Product Development System (IPDS), Earned Value Management System (EVMS), Corporate and Business policies and procedures
  • Experience integrating key business activities into a seamless project management plan leveraging best practices, people skills and cross utilization of assets
  • Ability to prepare and managing all required product lifecycle artifacts and reviews
  • Experience in building and leading a cross-functional team
  • Excellent communication, technical writing, oral presentation, and interpersonal skills
  • Ability to develop and implement meaningful program metrics and milestones
  • Six Sigma Specialist Qualification (Raytheon or equivalent) or ability to achieve within 1 year
  • Ability to travel 10% of the time

Required Education:

  • Bachelor’s Degree, or equivalent work experience

Desired Skills:

  • Master’s Degree
  • Raytheon PM Certification Level 4 or equivalent
  • 2+ years in program management, project management or IPT leadership
  • Knowledge of Government Engineering Change Proposal Process
  • Experience leading an IPT of $5M value
  • Experience with Estimate at Complete (EAC), new business incentive management, management reserve and customer Program Manager Review
  • Experience with managing Risk and Opportunity
  • Experience working with the US Navy
  • Demonstrated knowledge of Department of Defense (DOD) acquisition processes
  • Experience interfacing with senior leadership
  • Capture management and proposal execution experience
  • Experience with Traffic and Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements, and Technical Assistance Agreements (TAA)
  • Experience in or more of the following program phases: R&D, Design/Development, Transition to Production, Production, Delivery, System Integration, Verification & Validation (IV&V), Deployment, Support & Sustainment
  • Experience with one or more of the following domain areas: Below Water Sensor Systems, Acoustics, Cyber, Hardware Design/Development, Logistics Management, Maritime Systems, Mission Systems Integration, Signal Processing, Software Design & Development, Submarine systems, Surface Ship Mission Systems Integration, Surface Ship Sonar Systems, Undersea Mine Hunting & Neutralization, Undersea Weapons, Unmanned Systems, Command & Control-C2, Effectors
  • Experience with one or more of the following Contract Types: FFP, FPAF, FPIF, CPFF, CPIF, DCS
