Preferred Systems Solutions, Inc. (PSS) is a recognized leader in providing Information Technology, Engineering Services, Program Management, and Consulting Services. For over 20 years, PSS has enabled Government and Commercial clients to achieve their organizational initiatives through the application of high quality, innovative, and cost effective professional services and solutions. PSS is currently seeking a Program Manager to provide assistance and advisory services to our geospatial senior executive responsible for the IT Career Service. This includes direct engagement at the senior executive level across the geospatial community. The Program Manager will support our client in Springfield, VA.
 
 
Position Description:
  • Manage rank-in-person promotion, reintegration, competitive training/education, career development, succession planning, certification, and workforce planning processes 
  • Identify current/future position requirements to ensure staffing is appropriately focused and timely to produce high quality candidate pools
  • Warrant compliance with the agency established processes, to include fair and consistent human capital procedures and practices, and fair and diverse representation of employees at each level
  • Assist the CIOT Key Component in articulating the current and future mission of its human capital resources through a standard suite of data showing Congressional authorizations, tasks and subtasks, actual vs. authorized manning levels, as well as qualitative assessments like mission priority and customer value
  • Assist the CIOT Key Component in establishing, validating, and adjusting competencies and mission position windows associated with each position in a portfolio in order to distribute assignments over a period of time and plan for future mission investments, divestments and re-allocations
  • Assist in developing and implementing workforce strategies and plans to include mission requirements, composition, skills assessments, assignments, rotations, career development, promotion, certification, succession management and Rank-In-Person programs
  • Serve as business advisors to senior leadership and program offices, providing guidance and direction based on best practices and consulting with other offices to craft efficient, effective acquisition strategies to transition contractor performed IT services to Government performed work 
  • Interfacing and communicating with senior executive leadership both in government and industry
  • Preparing, editing and modifying white papers, briefings, reports and other documents
  • Developing and implementing internal and external communications strategies
  • Coordinate and schedule meetings with Key Component (KC)-level staff
  • Prepare, edit and coordinate meeting minutes and official correspondence
  • Coordinate action item assignment and resolution among multiple offices across the agency
  • Monitor workload and taskings to ensure quality and timeliness of responses.
  • Must be able to articulate and champion agency- specific government positions.
  • Show strong leadership, problem identification/resolution skills, flexibility, initiative, and the proven ability to work with senior executives efficiently and effectively
  • Use methods to implement cultural and business process changes
Required Knowledge, Skills and Competencies:   
  • TS/SCI with Polygraph
  • Demonstrated experience as a Program Manager; knowledge and experience in Project Management including the use of automated project scheduling tools
  • Experience working with other geospatial customer and IC offices
  • Experience interfacing and communicating with senior executive leadership both in government and industry
  • Demonstrated understanding of budget and acquisition
  • Understanding of the geospatial intelligence mission and its contributions to the NSG Enterprise and familiarity with geospatial acquisition planning processes
  • Understanding of geospatial’s current Acquisition Programs of Record
  • Demonstrated understanding of de-scoping services from Government contracts during year of execution
  • Demonstrated understanding of geospatial’s proprietary Career Services program
  • Understanding of processes to create job descriptions, advertise and select candidates to fill geospatial government positions
  • Demonstrated understanding of how to implement geospatial’s proprietary Mission Talent Alignment program objectives
  • Perform independent research and analysis; experience writing white papers, briefings and reports
  • Prioritize time and efforts across multiple activities to meet government requirements within schedule and scope
  • Familiarity with geospatial IT acquisition planning processes
Education/Training/Certifications Required:
  • Bachelor’s degree  with 10-15 years of progressive experience in a staff or similar discipline within the DoD and Intelligence Community, or Master’s degree with 9 years’ experience
