Program Manager (SAFe, Agile)

Description: 

X8 is seeking a well-rounded Program Manager (PM) with network engineering or software development experience to manage the integration of complex systems into an enterprise-level network for our DoD customers in Maryland and San Antonio TX. The selectee will guide enterprise-wide integration of established and emerging software packages managed by a team of X8 subject matter experts (SME). The selectee will serve as the hub for programmatic decision making, creating project planning and control artifacts (integrated master schedules (IMS), work breakdown structure, critical path tracking), advocating for industry best practices using Scaled Agile Framework (SAFe) and related methodologies, leveraging their technical knowledge to inform the customer.    

  • Serve as the central SAFe implementation manager, integrating multiple software and network development efforts into the customer’s engineering mission  
  • Lead project owners, managing the complex interaction between multiple prototype efforts and other diverse software applications  
  • Draft concepts of operation (CONOPs), reports, analysis, contracting estimates and development plans of action and milestones (POAMs) for customers as they apply industry best practices on multiple development projects
  • Ensure development and engineering efforts meet or exceed customer requirements  
  • Manage and refine customer requirements process  
  • Design sound positions on difficult component integration problems and advocate for the solutions in a complex customer environment involving the Air Force, Intelligence Community (IC) and US Cyber Command  
  • Work as a partner with other X8 and government SMEs on projects in and around the DC metro area  
  • Identify trends in key technologies that may impact the effectiveness of customer programs, plans and development options  
  • Design and manage product planning events, workshops and meetings with multiple stakeholders around the DoD  
  • Work with limited oversight from customer and advances projects independently  
  • Leverage passion for cyberspace operations, always looking for ways to find value, advocate a vision, and improve operational capability for the customer

Required Qualifications:   

  • Experience with Agile product development, particularly Scaled Agile Framework (SAFe) software development, and software integration   
  • Proven communicator, writer, and presenter, able to synthesize complex problems into digestible products for technical and non-technical audiences  
  • Organized mind, willing to step up and take charge with minimal direction  
  • Experience working with DoD or IC clients within cyberspace operations, network IT and/or software development   
  • Experience in the use of agile methodologies for software and technological development (e.g. SAFe, Scrum, eXtreme Programming, Rapid Prototyping and others)  
  • Experience in implementing, acquiring and adapting technical solutions in government environments or in large corporations supporting multiple locations around the world   
  • Experience in selecting, managing, configuring, and/or delivering enterprise IT solutions (e.g. network, storage, analytics, virtualization, database, containerization, etc…)  
  • Experience providing technical leadership and direction to a team of experts advocating for and implementing sound system engineering practices.  
  • Experience in synthesizing customer needs, proposing programmatic solutions, and managing project execution to deliver project goals on time. Experience in conflict resolution, risk management, ensuring customer satisfaction and problem solving    

 Desired Qualifications:   

  • Knowledge and experience working with the department of Defense (DoD) and the Intelligence Community  
  • Familiarity working with disparate technical teams, outside experts and distance development supporting a common goal  
  • Familiarity with network security policy and implementation  
  • Familiarity with a broad range of topics in cyber development: information technology, requirements refinement, architecture development, networking and systems analysis.   
  • Familiarity with Amazon AWS services or other cloud architectures (e.g. SNS, SQS, Kinesis, Lambda, DynamoDB, S3, Redis, Docker, Kubernetes)   

Required Education & Experience:  

  • BA/BS in a STEM field is highly desired but related degrees will be considered  
  • Minimum of 5 years managing, designing and/or architecting network or software engineering solutions  
  • 10 years of relevant experience in cyberspace operations, IT, cyberspace security, software design, malware analysis, cloud architecture and/or big data analysis
