Program Manager


SAIC is seeking a Deputy Program Manager to support the Technology Application, Development and Sustainment (TADS) program under the Air Force Weather (AFW) Systems Program Office.   The TADS program supports the development, delivery, and sustainment of an integrated system of weather enterprise hardware and software that provides accurate, consistent, relevant, and timely environmental intelligence to the Department of Defense, other federal agencies, and other countries.  The Deputy Program Manager reports to the Program Manager and supports the entire Program Management Office in meeting all technical, schedule, and cost requirements using SAIC program management processes and tools.

  • Ability to assist the Program Manager in managing a multi-vendor SAIC Team on a program with $70M - $100M per year in revenue.
  • Ability to assist the Program Manager in managing cost, schedule, and technical performance to achieve SLAs or performance metrics defined in IDIQ task orders.
  • Ability to support enterprise scale operations in multiple geographic locations with 24/7 response requirements.
  • Capable of managing the TADS program and multi-vendor team when the Program Manager is unavailable.
  • Effective in communications with senior management of AFW Systems Program Office, technical directors, and senior executives of SAIC and subcontract partners.
  • Knowledge of effective management strategies for various task types (CPFF, CPIF, FFP, and T&M).
  • Ability to interface of SAIC Project Control staff to provide the customer with accurate cost and schedule performance information.


Education and Experience:
  • B.S. in IT related field and 18 years of experience, with at least 10 years of program management experience in a multi-vendor environment.  M.S. in IT related field or MBA is desired.
  • Experience as PM or Deputy PM for programs with at least $50M in annual revenue.
  • Experience performing supervisory functions such as time approvals for charging; expense reports, and travel plans; employee performance coaching and feedback; salary administration; and staffing functions.
  • Knowledge of Earned Value Management Systems, especially Schedule Performance Index (SPI), Cost Performance Index (CPI), and cost reporting.
  • Experience in SAIC program management processes, including In Process Reviews (IPRs), ITIL, risk management, and cost reporting. 
  • Top Secret or higher security clearance
