Program Manager

The Program Manager is primarily responsible for maintaining overall programmatic (cost, schedule, performance) responsibility for the execution of the contract and the delivery of services to ensure successful implementation and stand up of Defense Health Information Technology System.   



Includes the following:

  • Effectively manage contract personnel, project schedule, project and team quality, and performance requirements
  • Make decisions and commit resources necessary to successfully execute courses of action within the scope of the contract
  • Prepare and provide monthly progress reports
  • Manage personnel to support functions agreed upon as the responsibility of the Government personnel by assisting/supporting the identified sites for site specific activities that need to be completed in support of a successful go-live for the project.
  • Facilitate project communication including: initiating, tracking stakeholder engagement via face-to-face meetings or email to ensure activities are being met on or before target completion dates.
  • Document management to ensure version control and good record keeping.
  • Reschedule/reassign activities and tasks as needed with leadership approval in keeping with project goals.
  • Development and maintenance of project stakeholder action registries Schedule meetings and teleconference calls, prepare meeting agendas, maintain meeting minutes, taskers and minutes repository.
  • Closeout activities as needed including final reporting and other closeout activities as required.
  • Maintain and track project milestones including making updates to milestone trackers and status reports for Client.
  • Complete work within the time frame specified by the client, ensuring that all requirements are met.
  • Serve as a representative at a variety of multi-stakeholder forums, including sponsor meetings and various institute wide roundtable meetings, teleconferences, in-person conferences, and meetings
  • Manage subject matter experts in support of Government in preparing and executing demonstrations and focused discussions
  • Manage subject matter experts to support the identified Government staff in preparing and executing the parallel charting efforts   
  • Manage personnel in the execution of movement of data from legacy systems to Defense Health Information Technology System, manual data entry of patient load, reconciliation of bulk conversion patient load between millennium and legacy systems, manual entry of ancillary appointments, closure of legacy open orders and encounters
  • Manage support for conversion checklist activities, determine Defense Health Information Technology System message center pools
  • Mange preparation of downtime readiness support tools
  • Manage execution of test runs of Defense Health Information Technology System solutions
  • Support activities related to IT, infrastructure, and devices, including local system administrator and Information Management Division (IMD) staff, device ordering/procurement/testing/deployment and the technical components for Government events (i.e. integration validation, Cutover)
  • Performs other job related duties as required



  • This position will have supervisory authority.



  • Bachelor’s Degree in a related business or technical discipline.  Minimum five (5) years of related programmatic and technical experience, including supervisory experience.
  • All personnel associated with this contract shall occupy a position of public trust and shall have completed an appropriate background investigation. 



  • Excellent communication skills, including good writing skills.
  • Knowledge of fundamental project management processes, methodologies and tools & techniques and ability to adapt them to client requierments.
  • Ability to provide information regarding tasks, plans, schedule, strategies and org structure to stakeholders.
  • Proven application of Microsoft office suite Excel, PowerPoint and MS Project.

  • This position is primarily performed in a climate controlled office setting.
