CNSP is looking for a Program Manager-Senior to support the Program Management Office (PMO) at Tyndall AFB in rebuilding the base after Hurricane Michael by turning the new $3B master plan into a portfolio of ready-to-award-construction project packages.

Essential Duties and Responsibilities:

  • The candidates must have professional experience with program management experience to provide technical leadership and guidance supporting the USAF MILCON and Facility Sustainment Restoration and Modernization (FSRM) programs in support of the Tyndall AFB rebuild effort. 
  • The candidate selected for this position will perform a broad range of management activities of large or extremely complex design and construction efforts.
  • They will collaborate with Senior Program Manager and other Tyndall PMO Program Managers to ensure contract success.
  • Represents senior level management whose competency concerning effectiveness and efficiency in managing dedicated overall program activity is paramount to program success.
  • Interact with the client and subcontractors to understand project requirements, schedule, and resources.
  • Manage day-to-day work through delegation of client-delegated tasks. Assign tasks, monitor progress, ensure quality and on-time completion, and report to customer Senior Program Manager.
  • Initiate new tasks including development and planning activities/tasks, identify and coordinate with stakeholders, identify and coordinate project activities, maintain schedules.
  • Organize, direct, and coordinate planning and production of all program/effort activities.
  • Maintain responsibility for the performance of all assigned program/effort requirements. 
  • Meet with appropriate client management personnel, other program managers, and client agency representatives.
  • Actively apply quality assurance measures to the management and performance of the program/effort.
  • Monitor and control to ensure project activities and tasks are being met in accordance with requirements.

Supervisory/Management Authority:

  • This position will have some supervisory or management authority.

Education and/or Experience:

  • Candidates must be U.S. Citizens and have an active and current DOD security clearance (NACI).
  • All selected applicants will be subject to a U.S. Federal Government security background investigation to meet eligibility requirements for access to classified information and favorably pass a pre-employment drug screen.
  • As a minimum, a Master’s degree from an accredited discipline university in Architecture, Engineering, Construction Management, or other related field is required.
  • A minimum of ten (10) years of Program Management experience.
  • A minimum of five (5) years technical and project management experience, including planning, organizing, staffing, reporting, coordinating, and directing all aspects of a project.
  • Experience with the USAF MILCON and FSRM programs is highly desired.
  • Project Management Professional (PMP) or other professional licensure, registration, or certification is highly desirable
  • Strong written and verbal communication skills.
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).


Knowledge, Skills and Abilities

  • Experience with Department of Defense (DOD) design and construction policies, standards, and specifications to include Facility Sustainment, Repair, Modernization, and MILCON programs.
  • Experience working in a Program Management Office related to large-scale MILCON efforts.

Work Environment:

  • This position is primarily performed in a secured federal and/or military installation office setting, a controlled office environment as well as working outside in a construction site field environment.
