Program Manager

Job Description
The mission of the NRC, NRCES1, and FSF is to provide customers with timely access to complete and accurate information from the agency's records and or subsidiary data systems. The objective of the contract is to provide comprehensive records management services in a manner that ensures efficient, effective, and accountable records responsibility and excellent customer service.
 
External Description:
In anticipation of favorable award of the U.S. Citizenship and Immigration Services National Records Center (NRC) and File Storage Facility (FSF) Records Operations Support Services (ROSS) contract, ASRC Field Services is seeking a Program Manager for an onsite role in Lees Summit, MO.
 
Key Role: The Program Manager serves as the program lead for the above mentioned mission by overseeing and managing all ongoing projects, monitoring project status, identifying and reporting potential problem areas to the Government, delivering weekly, monthly and quarterly reports, participating in appropriate meetings, and maintaining an overall project plan.
 
Functional Responsibility:
* Serve as the first POC for all communications, work, and technical direction, or other contract service performance issues
* Collaborate, communicate and provide oversight of operations and staff
* Works with site leadership to set and enforce daily program objectives
* Manage customer satisfaction and maintains contractual accountability
* Commit all resources needed to perform
* Monitor performance and approves corrective actions
* Authorize contract expenditures and approves financial reports/invoices
* Approve all employee performance and incentive awards
* Deliver reporting requirements
* Drive effective business and workforce management planning and forecasting accuracy
* Develop, implements, and actively manages budget/schedule performance and long-term workload forecasts integrated with financials
 
 
This position requires:
* Ability to apply advanced forecasting techniques to drive forecast accuracy, improve staffing efficiency, and spearhead solutions for optimal business and financial performance
* Must possess extensive analytical ability to develop complex statistical analysis, cost estimates, and analytical reports
* Excellent interpersonal communication and organizing skills to coordinate project activities with contractor and Government representatives
* Ability to conduct research for special projects and/or to respond timely to Government
inquiries
* Ability to present oral briefings to USCIS management officials
* Excellent writing skills to prepare SOPs and revisions
* Proactive in informing the Government of significant issues, and be able to respond and
take corrective action to issues brought to the PM by COR
* Employ proactive approach in identifying and recommending new approaches to improve quality, cost, and process inefficiencies
* Must be able to travel between locations to attend in-person meetings with Government personnel within 2 hrs. of notice of meeting
* Must ensure adequate coverage for 24/7 operation at NRC
* Must be available 24/7 via phone in case of emergencies
 
Requirements:
 
Basic Qualifications:
Minimum/General Experience:
* Must have or be able to obtain a DHS Secret Clearance
* Bachelor's Degree in one of the following disciplines: program management, business or public administration, technical management, information systems, engineering, finance/accounting, or related fields
* A Project Management Professional (PMP) certified by the Project Management Institute (PMI) can be used in lieu of the educational requirements
* Must have a minimum of three (3) years of overall project management experience
* Experience may be considered equivalent to education if experience demonstrated increased depth and breadth of responsibility
* Project Management Professional (PMP) certification by the Project Management Institution (PMI) can suffice in lieu of educational requirements
* Must have or be able to obtain a DHS Secret Clearance

Preferred Qualifications:
* Experience working for or with the USCIS
* Management of projects and/or contracts in excess of $30 million annually or supervision of 200 people or more will be considered a strength
* Meeting the education requirement and having a PMP certification is considered a strength
* Experience in Government contracts environment will be considered a strength
