Program Manager in Kuwait


Position contingent upon contract award

The Kuwait Desert Warrior (KDW) Contractor Logistics and Equipment Support (CLES) Program Manager (PM) is responsible for the contract execution including management of cost, schedule and the In-Country scope for the CLES portion of the KDW program which is a large, complex international program located in Kuwait. The CLES PM supports the Raytheon Program Director by executing the day to day activities of the CLES program. The CLES PM position includes coordinating with the Lead Field Service Representative (FSR) to ensure that work priorities are established and operational readiness standards are met or exceeded. The CLES PM supports development of Program Status reports, assists with briefing and communications to SUPCOM, Kuwait Land Forces, and ensures compliance of program operation with Kuwait Labor Laws, especially with respect to import and export of material and parts through customs. The CLES PM must be able to assume the role of the Program Director during absences. Key tasks for KDW CLES PM include: 1) Maintaining the operational readiness of all KDW vehicles throughout Kuwait over a base period of 5 years, including supporting and coordinating a Fire Control System Upgrade and Installation (in Kuwait), 2) Providing training and training support, and 3) Upgrading and maintaining the Simulators. In addition, the CLES PM will participate and/or lead program start-up activities, planning and implementing technical inspections of all KDW vehicles, a training assessment and upgrade, implementation of an Integrated Management System (IMS), logistics, materials management (including centralizing the stores), engineering development/production, major subcontractor management, and safety.

Responsibilities include:

• Manages a geographically dispersed team at multiple sites throughout Kuwait and revises the manpower (ie. Ex-pats, Third Country Nationals (TCNs), as needed to meet program requirements
• Delivers to budget, schedule and performance requirements.
• Project safety, health and environmental plan at all locations, including subcontractor sites
• Oversees the centralization of a Stores facility and conduct an inventory of the existing stores
• Development and implementation of the program plans
• Facilitates team and client meetings effectively and conduct regular status meetings with his project team
• Works with the Program Director to establish and administer field policies on all matters within the scope of field operations and in accordance with general company policies, Customer policies, program requirements and field manuals. Ensures maximum economic value to Raytheon in all phases of the work
• Continually reviews terms of contract, required specifications and process flow diagrams to ensure compliance with project requirements
• Effectively manages changes in conditions and scope protecting Raytheon’s financial and reputational positions
• Manages subcontracts and subcontractors’ performance and execution of work performance
• Provides leadership to the team and creates the program environment to deliver the desired results through teamwork, support and recognition

NOTE: Position is contingent upon Contract Award.

Required Skills:

• Ability to relocate to Kuwait
• 10+ years of experience leading programs or projects
• Must be able to obtain a Kuwait drivers permit/license and capable of driving to and from all sites
• Prior leadership experience on a Middle East program
• Prior experience leading sustainment programs preferably with requirement to meet operational readiness
• Experience with international programs and practices
U.S citizenship status is required as this position will need the ability to obtain a Secret security clearance
• Current Raytheon EVMS certification or ability to achieve within three months
• Excellent verbal and written communication skills
• Strong leadership and interpersonal skills
• Raytheon PM Level 3 certification or capability to achieve Level 3 or higher in 1 year

Desired Skills:
• Experience working with the Kuwait Ministry of Defense and/or the Kuwait Land Forces
• Experience managing a complex firm fixed price contract
• Master’s degree from an accredited university or college in engineering or management
• Current registration as a professional engineer (PE) in a related discipline, Project Management Professional (PMP)
• Experience in managing major subcontractors

Required Education (including Major):
• BS/BA degree in a Mathematics, Science, Engineering, or Business major from an accredited university or college or equivalent experience
