JOB TITLE: Program Manager - GWAC IDIQ

JOB DESCRIPTION: 
This position reports to the Director of the Government Contract Support Center (GCSC). The successful candidate will have responsibility for the management and business development of several Government wide Acquisition Contracts (GWAC).


Specific Functional Area duties include:

  • The Program Manager has responsibility for master contract deliverables and compliances, and ensures that all required reporting information is accurate, complete and submitted in accordance with the contract.
  • The individual will perform administrative duties related to the contract vehicle and the task orders awarded under the master contract as required, and has ultimate responsibility for the resolution of all master contract and task order performance issues.
  • He/she attends all program reviews and meetings required by the master contract and actively participates in Shared Interest Groups and industry associations.
  • The Program Manager has responsibility for the internal distribution of task order RFIs and RFPs and for educating SAIC employees and government customers on the features and benefits of the contract vehicles.
  • The successful candidate will collaborate with SAIC’s Defense, National Security and Federal Civilian customer groups, and SAIC’s Service Lines to maximize contract utilization and will provide support from the initial identification and capture of opportunities, all the way through the life cycle of the opportunity.
  • The ability to identify and articulate the contract vehicle features and the requirements and for a compliant and winning submission is necessary.
  • The Program Manager develops and maintains highly effective relationships with the government contract management offices and represents the company as primary point-of-contact for the assigned contract vehicles.
  • He/she will ensure the SAIC brand is highly visible and connotes high value through a dynamic presence in the market.


Qualifications

CLEARANCE REQUIREMENT:

  • Clearance Level Must be able to Obtain: Top Secret (TS)
  • Bachelor degree, with concentration in business, marketing, engineering or technical discipline highly preferred.
  • At least 5 years of experience associated with the US Government (USG), and/or Department of Defense (DOD) with at least 3 years experience in Business Development, Program Management/Administration, or Capture Management.
  • Relevant experience will be evaluated.
  • A demonstrated ability to meet and exceed challenging goals is required. A PMP certification is a plus and past experience with all types of government contracts (FFP, T&M, Cost Plus) and quality management systems will be highly considered.
  • Past experience with GSA GWACs, IDIQs and Schedules and working relationships with the GSA and/or government agencies is desirable.
  • The successful candidate must have the ability to build and work within high performance teams in a matrix management environment.
  • He/she must have excellent communication skills (both oral and written), and strong interpersonal skills, as this position interfaces with all functions within the organization and a broad group of outside constituencies.
  • Sound business judgment and the highest level of integrity are required.
  • Past experience that demonstrates the ability to contribute to fast-paced business leadership teams is a plus.
  • This position is located in Reston, VA.
  • Must have ability to attend customer and/or industry meetings that are outside of the metro line within the DC metro area.
  • Occasional out of state travel required.
