Program Manager / General Operations Manager (GOM) - U.S. NavyTest Range

The mission of the GOM is to plan, direct, or coordinate the support and operations of the prime and subcontractor personnel working in direct support of the ATR-ATMO contract.

The ATR and the ATMO both support the Naval Air Warfare Center Aircraft Division (NAWCAD). The contract work will employ disciplines of system operations, field testing, marine operations and target support services, engineering, range sustainability, maintenance, and data analysis. The ATR designs, develops, integrates, installs, maintains and operates all test range instrumentation, communications and digital data acquisition and processing systems at NAVAIR Patuxent River. The ATMO supports test and evaluation, and fleet training by providing land, sea and aerial target services at several national and international locations.

Primary Responsibilities
Act as overall manager and administrator of all technical support services requirements associated with the ATR-ATMO contract. Serve as the primary interface and point of contact with the Contracting Officer’s Representative (COR) on technical program/project and contract administration issues.

The GOM’s main office will be Navy Air Station Patuxent River, MD.

• Formulate policies, manage daily operations, and plan the use of human resources.
• Supervise program/project operation by developing engineering, technical and management procedures and controls, planning and directing project execution, monitoring, and reporting progress.
• Responsible for overall contractor performance, quality control, CDRLs, work schedules, workplace safety, and management.
• Communicate with the COR on all contract matters.
• Monitor the accuracy, completeness, and timeliness of time sheet production records; monitors work procedures, schedules and productivity; participates in indoctrination and orientation of all new personnel including standards of employment, safety and security.
• Observe and evaluate the performance of Lead Engineers/Technicians in assigned areas and reviews performance evaluations of all personnel in the assigned areas.
• Coordinates submission of all required reports to Program Management.
• Provides support services in the area of expertise; coordinates technical directives and performance specifications with respective Government representatives; and keeps Government managers informed of situations/conditions within the company/workforce that will impact contract performance.
• Keep the COR informed of situations/conditions within the company/workforce that will impact contract performance; proactive in employee recruitment and workforce maintenance.
• Master’s degree in engineering, business, or technical management from an accredited college or university.
• Minimum 10 years’ experience performing the stated functions. In lieu of MS Degree, a BS degree in business or an engineering discipline (aerospace, chemical, civil, computer, electrical, electronics, industrial, materials, mechanical, nuclear) from an accredited college or university and a total of 15-years’ experience in performing the stated functions.
• Minimum of 5 years of the stated total managing a technical organization.
• Security Clearance: Secret
• Management or acquisition experience and employment of program/project resources and controls, management of the financial and administrative aspects of the program/project.
