Program Manager

SAIC is building a team to support the National Institutes of Health’s IT Development and their effort to implement a set of common functional Shared Services. 

The Program Manager is responsible for the successful execution of this program.  They will manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance.  Also, will manage risk, garner strong customer relationships, and maintain a highly qualified, motivated program team.  Will ensure compliance with quality standards and escalate challenges to leadership.

 

Other responsibilities include:

  • Ownership of full program life cycle from initiation to deployment.

  • Development and management of cross-functional program schedules; identification of risks, management of scope and resource changes, and monitoring progress against plan.

  • Identifying, escalating and driving resolution of issues that affect program schedule and migration and training commitments.

  • Defining, generating and assessing performance metrics for the program and ensuring all necessary data are available for critical decision making.

  • Communicating regularly to management and leadership on program status, risks and change control.

  • Participating in establishing practices, templates, policies, tools and partnerships to expand and mature these capabilities for the organization.

 

The Program Manager is responsible for ensuring the program team completes the program; oversees and manages other technical team members; provides the overall management of the program direction as related to functionality, schedule and budget; insures adherence to program management, Agile software development methodology and best practices; manages the contractor team’s performance on program tasks; provides overall program and budget planning, monitoring and control; provides periodic status reports for senior leadership; coordinates program issues and dependencies; reviews and approves architecture and product direction; secures acceptance and approval of deliverables from the program sponsor; responsible for status reporting, risk management, and escalation of issues that cannot be resolved in the team; liaises with all current and future stakeholders; develops staffing plans; manages recruitments and roll offs; represents internal stakeholders and users to the Change Control Board or other governance structures.

Qualifications

Education and Experience:

  • Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more of related experience.

  • 5+ years Program Management experience

  • 5+ years experience managing Agile Development programs

 

Required Skills:

  • Proven experience successfully managing Govt Programs as a Key Person.

  • Understanding of Services Oriented Architecture (SOA), Web Services and Event Driven Architecture (EDA)

  • Working knowledge of Jira

 

Desired Skills:

  • Scrum Master Certification (CSM) or Advanced Agile Certification (PSM, PMI-ACP or SAFe Agilist)

  • HHS/NIH Experience

 

Clearance Requirement:

  • Must be able to obtain a Public Trust security clearance
