Program Manager


SAIC is looking for a highly experienced Program Manager for a prospective DHS contract.  As lead executive, the PM has overall responsibility for all financial, technical, administrative, contractual, and personnel aspects of the DHS Data Center 1 (DHS DC1) Support Contract and all component Task Orders.  The PM is also the key interface with DHS executives.  The PM is responsible for managing, directing, and allocating resources to support the DC1 program, supported by SAIC corporate executives to make sure that DC1 provides on-time delivery of top-quality services to DHS. 


Job Specific Responsibilities:

  • Responsibility for all aspects of the DC1 contract

  • Serves as the main point of contact for the Client Leadership and the second point of escalation (Contractor Client Advocates are the first point of escalation)

  • Leads cross project planning for contractor resources, scheduling, milestones and deliverables

  • Facilitates cross project communication

  • Coordinates resolution of scope and schedule disputes with Government and contractor Service Delivery Teams

  • Ensures adherence to the processes, procedures, standards and policies required by the Government under this contract

  • Represents the program on steering committee meetings and Government leadership presentations

  • Conducts program health checks

  • Ensures that all contract deliverables are met

  • Identifies, assesses and resolves complex business problems / issues / risks and facilitates issue resolution and risk mitigation

  • Ensures Contractor Back Office support to properly process invoicing and Personnel Security requirements


Education and Experience:

  • Bachelors and eighteen (18) years or more of related experience; Masters and sixteen (16) years or more of related experience 

  • Preferred:  Master’s degree or 16 years of experience in addition to 15 years of IT experience, 10 of which are managing complex IT infrastructure programs

  • Or in lieu of degree, 8 years’ experience in addition to 15 years of IT experience, 10 of which are managing complex IT infrastructure programs

  • Must have a strong customer service orientation

  • Experience performing all the functions described in the Job Specific Responsibilities above

  • Experience in:  large scale Program / Project Management; Hosting/Computing Services; Application Services; Data Storage Services; O&M Services; Migration Services; Data Archiving; Disaster Recovery / Continuity Services; Provision of Technical Guidance to customers and Program team; Cloud Services; Hardware and Software operations, maintenance and management; Networks; and Cybersecurity Infrastructure,

  • Must have strong writing, reporting, verbal communication and interpersonal skills

  • Must be able to perform in a high- pressure fast-paced environment

  • Must be able to quickly learn and lead your team through applying new tools and technologies

  • Must be flexible in a rapidly changing business landscape

  • Knowledge of cloud computing technologies, business drivers, and emerging computing trends

  • Experience in migrating customer to a Cloud environment and effective management of Cloud services

  • Must be an independent self- starter with strong initiative

  • Demonstrated experience with Risk Analysis and Risk Management

  • Experience overseeing a Quality-Assurance Program

  • Experience with IT planning processes, budget development and management to budget, and IT governance

  • Knowledgeable in maximizing the capabilities of ServiceNow

  • Experience with MS Office, MS Project, or the ServiceNow project management capability

  • Must be able to obtain a Secret security clearance
