Program Manager


Perspecta’s risk decision group is the largest provider of background investigation services for the U.S. government in the federal, intelligence and civilian space.

We arecurrently seeking candidates for a Program Manager. Candidates for this opening must be located in Fairfax, VA or include a cover letter explaining relocation plans.

This position ensures the smooth flow of all support functions and shared services support in all matters pertaining to a project in the intelligence community. Maintains expert knowledge of contract requirements and prepares periodic reports as required.

  • Assumes responsibility as Program Manager for Perspecta’s project in the intelligence community
  • Provides senior level leadership of program including planning and communicating vision
  • Established short and long term goals and objectives
  • Maintains superb customer service relationships with all external Contracting Officer’s Technical Representatives and associated customer points of contact
  • Establishes close working relationship with Perspectadirectors and managers responsible for shared service support to the Program
  • Provides direct daily supervision of subordinates including hiring, training, evaluation, disciplinary action, coaching, and counseling actions
  • Direct supervisory responsibility for all support functions and coordination of shared services for a project in the intelligence community
  • Effectively manages personnel by maintaining a qualified staff, communicating areas of accountability and performance expectations, determining standards of performance as a basis to review progress of personnel, recommending salary adjustments, transfers, promotions
  • Ensures proper training of personnel
  • Promotes a cooperative and harmonious working climate which is conducive to maximum employee morale, productivity, innovation, efficiency and effectiveness
  • Directs the work of subordinate managers and performs a wide range of managerial duties including planning, assigning tasks and responsibilities; setting priorities; monitoring and evaluating performance; and, developing employee capabilities
  • Assists in furthering success of Perspectathrough the identification of new business prospects and preparation of contract bid proposals when required
  • Acts as subject matter expert in counterintelligence matters related to project and personnel.

  • Bachelor’s Degree or 5 years related supervisory experience with background investigations
  • New hire orientation
  • 5 plus years of experience with personnel security background investigations
  • Must have extensive experience managing large, geographically dispersed programs to include an understanding and execution of P&L at the program level - FFP/AF experience desired
  • Experience with business financials to include budgeting, forecasting and profit and loss preferred
  • Minimum 5 years full-time supervisory experience. Proven ability to supervise a diverse team
  • Demonstrated ability to lead, supervise and delegate work for a subordinate staff and get results through others in a deadline oriented environment
  • Excellent communications skills, both oral and written
  • Project Management experience required; PMI or Six Sigma certification preferred
  • Strong interpersonal skills; ability to work effectively with individuals at levels internally and externally
  • Excellent computer skills including Microsoft Office
  • Must be able to work independently, multi-task, and possess excellent leadership skills
  • Must have exceptional customer service skills and the ability to communicate effectively with all client groups as a representative of Perspecta
  • Must have the ability to work effectively in a fast-paced, changing environment
  • Must have the ability to exercise good judgment and make independent decisions
  • U.S. citizenship (required for federal security clearance)

The selected candidate for this position must be able to successfully obtain and maintain a favorably adjudicated government background investigation.This background investigation requires U.S. citizenship and will include an investigation of 10+ years of history including financial, education, employment, medical, residence, and personal records.The cost of this investigation will be paid by Perspecta.
