The Cyber and SIGINT Solutions (CSS) group at Leidos has an immediate opening for a Program Manager for a Combatant Command (COCOM) Cyber Mission Support (CCMS) contract that the GSA expects to award in September 2019. 

The CCMS TO will be 5 year, Cost-Plus, Indefinite Demand / Indefinite Quantity (IDIQ) contract that provides approximately $100-150 Million of cybersecurity research, engineering, development, maintenance, training, and mission operations support to IC and DoD customers worldwide.  The Program Manager’s primary work location will be in the National Capital Region, but occasional travel to COCOM sites in Continental US (CONUS) and Outside Continental US (OCONUS) may be required. 

The CCMS Program Manager position is an exciting opportunity for a senior cybersecurity leader to provide mission-critical support to the defense of United States, and to help senior leaders across the IC and DoD advance the state-of-the-art for cybersecurity platforms/tools and tradecraft ahead of their adversaries.  The CCMS Scope of Work (SOW) will include Offensive Cyber Operations (OCO), Defensive Cyber Operations (DCO), Critical Infrastructure Protection (CIP), Open Source Cyber-Intelligence (OSINT), DoD Information Network (DoDIN) operations, and Computer Network Exploitation (CNE) support.  CCMS customers will include 18 DoD and IC Agencies, including all the COCOMS.  The CCMS Place of Performance will include government and contractor sites in CONUS and OCONUS, and the Period of Performance will be 5 years.

Additionally, the CCMS Program Manager will be a key member of the CSS Leadership Team, participate in Leidos’ strategic planning processes, and help grow Leidos’ footprint in the nascent cybersecurity market.

Primary Responsibilities:

Serve as the primary liaison to the customer’s mission, technical, and contracting/finance teams;

Plan and manage the contract’s support to IC and DoD Cybersecurity Mission Customers, including:

Vulnerability Research; Security Research; Market Research; Malware Analysis; Infrastructure Development; Platform Development; Capability Development; Integration and Interoperability; Test and Evaluation; Operations Support; System Maintenance; Training Support; Exercise Support;

Be responsible for contract negotiations, staffing, teaming, cost/schedule/risk, quality, and reporting.

Be responsible for contract profitability, growth, customer relations, and opportunity identification.

Basic Qualifications:

Active TS/SCI clearance with full-scope polygraph;

Requires a BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience. Generally has 7+ years of experience supervising or leading teams or projects.

3 years’ of leadership experience on cybersecurity related projects valued at $75 million per year

Project Management Institute (PMI) Project Management Professional (PMP) certification;

Integrated Joint Special Technical Operations (IJSTO) Planner’s Course graduate;

Service-level Cyber Operations course graduate;

Preferred Qualifications:

Remote Sensing Center – National Capital Region Support Experience;

US CYBERCOM Support Experience;

COCOM Support Experience;

Military Planning Support Experience;

Military Operations Support Experience;

Defensive Cyber Operations Support Experience;

Offensive Cyber Operations Support Experience;

Open Source Intelligence Support Experience;

DoDIN Operations Support Experience;

Defense Critical Infrastructure Support Experience;

Computer Network Exploitation Support Experience;

Cybersecurity Related Certifications (eg: SANS, CEH, CISCO, etc)

Significant Agile Software Development Experience;

Dev/Ops Software Maintenance Experience;
