User Experience/Organizational Change Management


Job Description

• The IRS is America’s trusted digital resource for taxpayers to find what they need to effectively and simply meet their tax responsibilities whenever and wherever needed.

• This position will support IRS internal thought leaders and key executives to develop online strategies and enhance key processes to improve overall service and compliance.

• This includes the development of advanced technical analysis of highly specialized online applications and operational environments, high-level online functional systems analysis, design, integration, documentation, training, and implementation advice on complex problems.

• In this position you will apply Human Factors Engineering (HFE) techniques and principles at all phases of product/technology development.

• Exercise independent judgement in development of study methodology, data collection efforts, data analysis, conclusions, and design recommendations.

• Develop user study criteria and detailed methodology for software user interface testing for several concurrent projects.

• Conduct user-centered research and evaluation for design concept models on a diverse user population utilizing experimental data, anthropometric databases, and scientific publications.

• Conduct statistical and qualitative analysis of data and provide clear and concise feedback to teams in a timely manner.

• Collaborate cross-functionally with design, engineering, and product development groups.

• Maintain an active working knowledge of worldwide human factors publications, standards, and both cognitive & physical heuristics.


Education and Experience

• Bachelors and six (6) years or more of related experience; Masters and four (4) years or more of related experience.

Required Skills

• This position requires excellent communication and interpersonal skills, attention to detail, patience, and aesthetic sensibility.

• Also requires strengths in creating thorough design of experiments, utilizing the scientific method, performing statistical analyses, and visualizing information.

• Ability to serve as the human factors expert for enterprise-wide, strategic initiatives, building effective relationships that allow her/him to navigate organizational culture and build credibility in a way that respects organizational values; and serve as thought leader in developing organizational strategies that enhance modernization and improvement.

• 5 years experience leading a team of UX/Human Factors Engineers

• 5 years experience leading organizational change within a large government or commercial organization.

Desired Skills

• Assessing the organization as a human system to gather information about factors such as satisfaction, conflict, confusion, interest.

• Ability to strategize with team members to determine activities or interventions to create change in a human system.

• Ability to effectively engage in an open dialogue and other activities to address resistance and build commitment to change

• Developing communications strategies to support change.
