Job Description
The Argon Ship Systems team is seeking a Program Manager to lead our Design and Development organization which executes projects covering a large spectrum of software and system development. The Ship Systems team develops and produces the Ship Systems Exploitation Equipment (SSEE) Family of Systems. SSEE is an ACAT II Navy program focused on designing, developing, and maintaining the preeminent, ship-based cryptologic capability for the US Navy. This position reports to Fairfax, VA.
Be a part of our dedicated and highly-motivated team focused on developing and delivering cutting edge capabilities to the Navy. You will be leading development efforts comprised of Boeing engineers, teammates, and the Navy technical team.

Primary Responsibilities:
Your duties will include (but are not limited to):
  • Drive the technical, quality, cost and schedule performance of multiple projects (most of which are currently software development activities).
  • Detailed management and oversight of the development teams, including conducting requirements analysis, project costing, deliverable tracking, schedule and financial performance monitoring and reporting.
  • Serve as an organization spokesperson and advisor to US Government customers and senior management on complex, technical projects and programs.
You will be expected to drive the delivery of software and systems capabilities.
You will:
  • Lead proposal efforts for current and follow-on delivery orders.
  • Ensure contractual requirements are communicated to the team and deliverables are submitted on time.
Accuracy and accountability are key. You will be expected to:
  • Track, evaluate, and report team performance using integrated master schedules and EVM data.
  • Work under general direction.

This position requires the ability to obtain a US Security Clearance for which the US Government requires US Citizenship.
Basics Qualifications (Required Skills/Experience):
  • Bachelors degree is required
  • Experience in project or program management
  • Leading or managing a team or project
  • Experience working with military customers
  • Experience using Earned Value Management
  • Ability and willingness to obtain a Top Secret security clearance.
Preferred Qualifications (Desired Skills/Experience):
  • Experience with CMMI, Earned Value Management, Integrated Master Schedules and associated PM industry and DOD standards.
  • Experience managing contract types of CPFF (Completion and LOE) and FFP.
  • Managing C4ISR projects with deliverables to include software, systems, documentation, and DOD milestones (e.g.,SRR, PDR, CDR, and FAT).
  • Adept in direct customer and senior management interaction/communication
  • Experience leading Agile software development teams.
  • Managing multiple projects simultaneously from initial kick off activities, program execution and deliver/acceptance through delivery order/contract close out
  • Proposal experience including writing, pricing, and leading proposal teams
  • Current and active Top Secret security clearance with SCI eligibility
Typical Education/Experience:
Degree and typical experience: bachelor's degree with 14 or more years' related work experience; Master's degree with typically 12 or more years' experience; or a PhD with 9 or more years' experience.
This position sits in Fairfax, VA and does not offer relocation.  Applicants must live in the immediate area or be willing to relocate at their own expense.
