The Program Cost Specialist shall support the Government Program/Project Managers by providing the necessary tools and expertise to develop cost estimates, manage program and project budgets, and control costs; conducting cost estimates to approximate the costs of resources needed to complete project activities; aggregating the estimated costs of individual activities or work packages to establish a cost baseline, and using Earned Value Management techniques to track and report cost variances to enable the Sponsor to manage costs effectively.  The Program Cost Specialist shall prepare supporting documentation for the budget exercises, requests for reserve release, supplementals, and reprogramming activities.  The Program Cost Specialist shall perform operational, short- and long-term trend analyses and prepare briefings on programmatic activities.  The Program Cost Specialist shall support interactions with the Agency, IC, Office of Management and Budget, and Congressional officials as needed and coordinate Inter-Governmental funding transactions with other Agencies through the appropriate Agency office.  The Program Cost Specialist shall create consolidated financial reports.  The subject matter is moderately to highly complex and involves coordination across components and functions of the Agency (human resources, financial resources, Working Capital Fund expenditures, and contracts).  Individuals may be required to be familiar with and able to meet DoD reporting requirements.


Required Qualifications:

  • TS/SCI with Polygraph
  • Prior experience managing government front office or division execution and procurement budgets within the Intelligence Community (IC)
  • Prior experience using one or more of the following tools for managing and reporting budgets: MS Excel, Sharepoint, Cognos

Desired Qualifications:

  • BS degree in finance, business or equivalent, or a technical degree with a concentration in finance.
  • An understanding of program portfolio management and reporting.
