PROGRAM COORDINATOR (Operational Position)

The Program Coordinator (formerly the White Cell Lead) supports the Program Lead by supervising and managing all contractor personnel assigned to a designated assessment program. This includes both goal management and performance supervision by directing day- to-day activities of all contractor operations, including distribution of workload, tracking work progress and status, reporting on work performance, and training needs. The Program Coordinator develops procedures consistent with the policies of the DoD Red Team in regards to services required for program accomplishment. This includes developing Program Plans, project objectives, policies and ground rules, identifying constraints, and coordinating activities. The Program Coordinator interfaces with customers, federal, state and local government agencies, other external organizations, and higher authorities, for projects assigned. When no Government Lead is assigned, the Program Coordinator assumes the responsibilities of that position that fall within the scope of this SOW.

Responsibilities/Tasks

The Program Coordinator shall:

  • Liaise with customers, partners, stakeholders, and outside organizations to develop program requirements, accomplish assessment objectives, establish program metrics, and obtain resources and services necessary to accomplish assessment operations.
  • Manage and direct day-to-day activities of assigned program including distribution of workload, tracking work progress and status, instructing personnel assigned to program in specific objectives, reporting on work performance, identification of training needs, and monitoring and tracking resources necessary to accomplish program objectives.
  • Serve as lead for all field assessment operations including developing operational restrictions, safety and security policies and procedures. Coordinate with Host Nation, Federal, State, and local authorities to ensure a safety net for assessment operations is in place prior to commencement.
  • Produce, revise, and maintain necessary documentation of all personnel participating in field operations including travel documentation, physical descriptions, assessment props, contact information, and other data identified as necessary to support safety and security.

  • Prepare activity reports including SITREPs, status reports, out briefs, Senior Leader briefs, Interim progress reports and briefs, white papers, Final Reports, Risk Analysis reports, and other documents necessary to convey assessment findings to customers, partners, and other stakeholders.
  • Research, develop, edit, and maintain Program Plans, expansion proposals, assessment focus documents, program policies, ground rules, partner agreements, orders, and other documents required for performing DoD Red Team assessment operations for assigned Program.
  • Research, develop, revise, and maintain procedures and processes consistent with the policies of NE-MA for performing required services on the assigned program.
  • Develop and report a comprehensive understanding of the implications of vulnerabilities discovered by the other specialists and fuse those findings with the systems analysis and determine impacts to the national and military missions that they support.
  • Develop and review all Program deliverables for accuracy and format.
  • Develop, in collaboration with the Red Cell and Customer, strategic initiatives to determine Program way-ahead, facilitate comprehensive assessment scheduling, and prevent repetition and stagnation of the Program.

Required Skills/Qualifications

  • Bachelor’s degree or Six years’ military operational experience.
  • Preferably have deployed to OEF of OIF or recent operations. 
  • SOF experience is a plus.
  • Experience in a management role commensurate with the position description and responsibilities.
  • Be proficient in understanding, analyzing and summarizing comprehensive and complex technical and research information/data.
  • Excellent analytical, communications-both oral and written, and project management experience.
  • An active TS/SCI clearance
