Program Analyst

 

CALIBRE, an employee-owned Management Consulting and Information Technology Solutions Company, is looking for a Program Analyst to provide data analytics and process improvement expertise for the U.S. Coast Guard (USCG) Financial Management and Procurement Services (FMPS) Integration Team (I-team).

 

Specific responsibilities include:

 

  • Provide guidance in business process reengineering to the USCG to ensure their business processes comply with Federal acquisition policies and regulations and to prepare them for a transition to a new financial management system.
  • Evaluate and analyze USCG programs using data analytics to identify opportunities to improve workflows, enhance process integration, and develop techniques to track and review program effectiveness.
  • Develop metrics dashboards, process guides, process maps, and ad hoc tools to enhance performance management across a broad set of USCG programs and end-to-end processes.
  • Analyze USCG data to develop strategic courses of action, create USCG staffing models, integrate multiple project teams within the FMPS organization, identify areas for improved category management, improve USCG tools, and inform Organizational Change Management

Required skills

 

  • Must be a US Citizen with an active Public Trust Tier I Clearance
  • Ability to quickly learn and understand USCG business processes, policies and requirements, and IT systems.
  • Ability to learn and understand government logistics management processes, including finance, procurement, budgeting, property and inventory management.
  • Knowledge of industry standards and best practices in data analytics.

Required Experience

 

  • Bachelor’s degree in Engineering, Computer Science, Business Management, Public Administration or other relevant discipline; or equivalent work experience.
  • Minimum of 5 years of experience in data analytics, business process reengineering, data science, program evaluation, financial analysis, or a similar field.
  • Proficiency with Microsoft Office products and statistical software (Excel, SharePoint, tableau, Qlik).

 

Desired Experience

 

  • Experience participating in or leading process improvement events (e.g., Lean Six Sigma, Value Stream Mapping, Kaizen, Business Process Reengineering) with multiple stakeholders and presenting outcomes to senior military leadership.
  • Experience developing process guides or similar writing experience.
  • Proficiency with Oracle Fixed Asset Module (FAM), the USCG Financial Procurement Desktop & Core Accounting System (FPD/CAS), Coast Guard Business Intelligence (CGBI), ePAL (Electronic Personnel Allowance List), USCG Web Budget Model, Coast Guard Common Core (CGCC), and the USCG e-RP (Resource Proposal) system.
  • Experience in programming languages (Python, R, SQL, VBA).
  • Experience using data science methodologies (machine learning, deep learning, bots).
  • Experience in training and supervising a small team.
