Description:

SCOPE AND RESPONSIBILITIES: Integrate all functions and activities necessary to perform on the program to meet the customer requirements working with task managers and their support personnel, subcontractors, and vendors. Lead engineering teams to define and implement technical baselines and meet quality requirements for program products and services. Address personnel issues, manage cost and schedule, ensure contract compliance.

 

Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract. Performs the needed operational triage and distributes the tasks to team members for timely and effective execution.

 

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience; PhD and 0 years related experience.


• Project Management: Provides years of experience and current industry certification in coordinating and planning technical projects across multi-domain operations (MDO). Performs in multiple capacities including project scheduler, change manager, coordinator as well as overall Project Manager.
• Policy and Plans: Interprets policies, concepts, capabilities (requirements) documents to standardize toward interoperability and maximize alignment with Army, Joint, and Multi-national communications network standards.  Analyzes, understands, and recommends updates to standing operating procedures (SOPs) and policies supporting disaster recovery and continuation of operations plans (COOP).
• Information Assurance:  Technical expertise and industry certification in accordance with DoD 8570.01-M Information Assurance Workforce Improvement Program. Maintains certification and access to systems supporting spectrum requirements, DoD Risk Management Framework, as well as acquisition/procurement. Familiar with emerging network communications, computer system hardware, languages, applications, software and cyber security technology.

Security Clearance: 

Must hold, at minimum, an Active Secret security clearance.
