Program Analyst, Lead

Key Role:

Develop plans, including budgets and schedules to meet contractual or project requirements for a major international weapons program. Establish and define project plan requirements and direct or perform in-depth studies to determine optimum program plans. Coordinate the inter-departmental development of project plans. Interface with vendors and clients and perform extensive investigations, as required. Monitor and report performance against plans to ensure that contractual, cost, and schedule objectives are met and arrange modifications, as required.

Basic Qualifications:

-8 years of experience with technical program planning and implementation, contract interpretation, budget development, and the administration of government projects

-Experience in interacting with international clients on a daily basis

-Experience with applying the DoD 5000 Series

-Knowledge of the Foreign Military Sales (FMS) process

-Knowledge of USG budget processes

-Ability to obtain a security clearance

-BA or BS degree in Engineering, Science, or Business Administration

Additional Qualifications:

-Experience with NAVAIR specific acquisition

-Knowledge of international cultures

-Secret clearance a plus

-Defense Institute of Security Cooperation Studies (DISCS) training
