Description
The Products and Applications Manager is responsible for managing the satellite enterprise ground systems software this includes operational software applications that generate and distribute satellite derived products and services. This includes all critical products and applications that support critical mission systems and customers from Satellite Operations Centers to the Data Processing Centers. These products and applications must meet customer availability, security and reliability requirements. In addition, this also includes maintaining ground systems command and control software, data distribution, websites, databases and documentation management systems.
Roles and Responsibilities
Report directly to Program Manager
Primary technical responsibility for all Product and Application software and services
Implement methodologies and approaches to establish consistency in product and applications activities and provide day-to-day oversight of the team(s) conducting the following activities:
Operations and maintenance of software products, applications and services
Engineering, analysis and trade studies leading to recommendations for project investments to improve products, applications and services for the satellite ground systems
Perform activities using appropriate methodologies such as Agile SAFe and DevSecOps
Collaborate with NOAA customer and stakeholders to assess product and application needs and requirements
Convene regular performance and technical reviews of Product and Application performance and needs
Develop all task order proposals for new and existing projects
Requires strong written and verbal presentation skills including formal and informal presentation of work and assessments to critical audience
Manage Product and Application Configuration and Management activities to meet customer requirements.
Qualifications
Bachelors in Computer Science, Computer Information Systems, STEM or related field and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.
5-10 years of experience in maintaining operational applications and products for satellite ground systems and ground processing facilities supporting critical reporting, data dissemination and delivery.
Experience with software development and delivery of operational products and services.
Experience providing support to a wide variety of customers and stakeholders requests, while maintaining their demanding performance requirements.
Experience supporting 24 hours a day x 365 days a year operational facility as required
Experience with a wide array of enterprise software environments (old and current technologies) covering Infrastructure (Development, Real-time systems, Computing, Storage and Networking), product and application software.
Understanding of Satellite command and control systems and software
Excellent written and presentation communication skills
Currently hold a Secret Clearance, position may require the ability to obtain and maintain a Top Secret clearance
Desired Qualifications
Has 10+ years of Government and/or Industry experience, including 5+ years with NOAA, NASA or Air Force Space-related efforts
Experience with Agile Development, Scaled Agile Framework, Continuous Integration Test and Deployment as part of a DevOps Team
Leadership experience in oversight and management of satellite ground systems implementations, upgrades, and sustainment activities
PMP certification desired but not necessary.
