Principal/Senior Principal PeopleSoft HCM Functional Business Analyst

Northrop Grumman Technology Services sector is seeking an experienced PeopleSoft Human Capital Management (HCM) Functional Business Analyst to join our team of qualified, diverse individuals supporting the Department of Treasury's HRConnect program. The candidate will directly interface with our customer to deliver PeopleSoft Functional support for their customized Oracle PeopleSoft Enterprise HCM 9.2 application. This position is in Washington, DC and allows for partial telework.

Description of the Work:

Maintain high levels of customer satisfaction, maintain visibility with the customer, consistently deliver timely, high quality products and services on current and future efforts, and work effectively with employees, subcontractors, and the Treasury staff in a diverse team environment.

Other responsibilities include the following:

  • Gather requirements through fit/gap sessions, personal research, interviews, and analysis of supporting documentation and business process descriptions.

  • Decompose high-level business and user-defined requirements into system functional requirements and functional design documents.

  • Define quality attributes, interfaces, constraints and other non-functional requirements.

  • Complete requirements analysis and verification, ensuring that requirements statements are complete, consistent, traceable, unambiguous, feasible and verifiable.

  • Participate with team members in prioritization of identified requirements.

  • Participate in peer reviews and inspections of requirements documents.

  • Manage requirements traceability information and tracking the status of requirements throughout the stages of implementation.

  • Develop designs, facilitate design sessions and discussions, and create functional design documents.

  • Work with developers to ensure thorough understanding of functional requirements and designs.

  • Develop and execute effective testing plans and scripts, as well as defining expected results for all tests.

Principal PeopleSoft HCM Functional Business Analyst

Basic Qualifications:
  • Bachelor's Degree and 5 years of relevant experience, or Master's Degree and 3 years of relevant experience, or 9 years of relevant experience in lieu of a degree.
  • 3 years of functional experience with PeopleSoft Human Capital Management.
  • Possess effective functional documentation skills.
  • Effective presentation and facilitation skills.
  • Ability to independently organize work, prioritize tasks, and manage multiple and changing priorities.
  • Ability to work independently or as a team member.
  • Ability to provide scheduled and ad hoc evening and weekend functional support.
  • Possess US Citizenship.
  • Ability to obtain and maintain a Public Trust clearance.

Senior Principal PeopleSoft HCM Functional Business Analyst

Basic Qualifications:
  • Bachelor's Degree and 9 years of relevant experience, or Master's Degree and 6 years of relevant experience, or 13 years of relevant experience in lieu of a degree.
  • 5 years of functional experience with PeopleSoft Human Capital Management.
  • Possess effective functional documentation skills.
  • Effective presentation and facilitation skills.
  • Ability to independently organize work, prioritize tasks, and manage multiple and changing priorities.
  • Ability to work independently or as a team member.
  • Ability to provide scheduled and ad hoc evening and weekend functional support.
  • Possess US Citizenship.
  • Ability to obtain and maintain a Public Trust clearance.
Preferred Qualifications:
  • Federal HR experience to include personnel action processing (PAR), manager/employee self-service, performance management, compensation, approval workflow engine (AWE), and/or learning management.
  • Experience interacting with the National Finance Center (NFC) for payroll interface purposes.
  • Strong SQL skills.
  • Prior hands-on HRConnect experience.
  • PriorPeopleSoft upgrade experience.
  • Experience working within an Agile framework.
