Personnel Security Specialist

       

Job Description

To provide personnel and administrative support services for DHS Federal Protective Services (FPS) offices.

Tasks

Provides personnel and administrative support of the overall operational objectives for FPS Personnel Security Division, duties may include, but are not limited to:

  • Initiates background investigations. 
  • Manages receipt of security documents submitted from contractor applicants.
  • Conducts fingerprinting procedures;
  • Initiates contact with personal references, employers of applicants, and appointees for use in pre-employment suitability inquiries.
  • Verifies the appropriate level of background investigation being requested, and ensures all documents required for suitability processing have been completed and included in the individual files.
  • Operates office equipment (e.g., computers, facsimile machines, copiers, scanners, printers, and phone systems).
  • Prepares, submits, monitors, and updates computer tracking systems concerning appropriate case material.
  • Serves as a source of reference and guidance for staff members regarding the monitoring and maintenance of case-material.
  • Applies incident management, problem solving, and task performance.
  • Produces finished documentation; e.g., reports, special studies, policy and procedure development, security designs, training programs and assessments.
  • Responsible for filing correspondence, and other records in alphabetical or numerical order or according to the filing system used
  • Provides research and technical support to projects.
  • Provides solutions and documentation.
  • Monitors project tasks and schedules.
  • Position hours are from 6:00 am to 11:30 pm.  Shift hours are non-negotiable.

Minimum Experience & Education

  • With a Bachelor’s Degree this position requires one year of relevant experience.
  • With an Associate’s Degree this position requires two years of relevant experience, one of which should be experience relevant to the nature of the contract work.
  • With no degree this position requires four years of relevant experience, two of which should be experience relevant to the nature of the contract work.

Relevant experience may include, but is not limited to

  • Experience within one or more of the standard security and/or intelligence fields e.g.; technical, physical, information, personnel, operational, or signal security, counterintelligence, antiterrorism, counterterrorism, counter drug, computer security, surveillance, counter surveillance or surveillance detection, infrastructure protection; force protection, technology protection, information operations, industrial security and/or intelligence programs, law enforcement, government or military experience.
  • Requires good writing and communication skills.
Required Qualifications:
  • Experience using Microsoft Office Programs and desktop publishing application software and hardware.
  • Must be highly organized and have excellent oral and written communication skills.
  • All applicants must be able to obtain a  security clearance
  • Requires good writing and communication skills.
Preferred Qualification:
  • Subject matter expertise and hands-on experience in one or more security and/or intelligence discipline and experience implementing complex government security and/or intelligence programs and policies is preferable.
  • Familiarity with ISMS, eQIP, CVS, JPAS
  • Proficiency in using Microsoft Office.
